World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 53 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.
Position: Regional Programme Manager
Report to: Associate Director Programmes
Location: Tororo, Eastern Uganda

Purpose of the position:
To provide overall leadership, support and management of WV Uganda operations within a designated Region in a manner that meets set standards and integrates World Vision’s ministry areas of transformational development, advocacy and disaster risk management for sustainable transformation of children, households and communities.
The Regional Programme Manager is responsible for all operational departments within the region. More fundamentally, this role is entrusted with integrated Program management and execution on time, on budget and on target for the child wellbeing as per World Vision Uganda strategy. The Regional Programmes Manager is responsible for strategic leadership and results-based management of World Vision Uganda’s regional operations.
Key Outputs/Responsibilities.
Strategic Leadership and Management
• Provide guidance on integration of advocacy and disaster/ risk management in AP designs/ AOPs/ DIPs.
• Dissemination and support implementation of Partnership and NO strategies, guidelines, initiatives and policies in the region.
• Steer the implementation of management decisions/recommendations in the region and projects/programmes in order to meet quality standards, and promote alignment with strategies and standards.
• Develop regional human resource development plan, and manage staff development/ growth in order to build a cadre of high performing staff and regional teams.
• Support rolling out of partnership and national level initiatives in sponsorship, MEAL, and adaptation of policies/guidelines.
• To lead (in collaboration with Technical Programme Officers (TPOs) and Technical Programme Leads (TPLs) in the development of Regional Scale Up Plans to address unmet needs in key technical programmes
Strategic Planning, Development, Implementation, Reporting and Quality Assurance
• Provide overall guidance and support to the region and Cluster APs in development of regional AOP, and AP /Project designs, AOPs and budgets, and their implementation.
• Monitor and guide regional programmes in the implementation of designs/AOPs, MEAL processes, budgets and audit recommendations.
• Map out funding gaps and support preparation and/or review of key funding proposals before they are submitted to the potential support offices and donors.
• Lead the development and review of the annual operation plans and budgets of projects and programmes, in line with global, regional and national guidelines.
• Support and monitor implementation of projects/programmes are being managed and implemented in a manner that will result in achievement of goals within set time frame and allocated resources.
• Ensure scheduled design, monitoring and evaluation processes (assessments, designs, baseline surveys, evaluations, and transformational indicators measurement) are conducted and reports completed and approved.
• Integration of child protection in programmes, projects, sponsorship operations and other interventions, such as HR/OD, advocacy, ADP designs.
• Quality and timely monthly reports
• Quality and timely bi-annual and annual reports
• Quality and timely sponsorship performance reports.
• Support TPOs and Regional MEAL Specialist to carry out Quality Improvement and Learning (QIL) Reviews for those APs where performance is weak.
Financial Management and Adherence to Programmes and Operations Standards
• Ensure financial management aligns with donor commitment and compliance expectations.
• Ensure all projects remain within budget, and also do not underspend more than 5%.
• Oversee regional compliance with the Field Financial Manual (FFM), including ensuring proper accounting systems and practice.
• Ensure the provision of appropriate responses on all audit reports findings. Ensure that audit finding implementation plans are developed and effectively rolled-out.
• Ensure fraud related investigation reports are taken very seriously, with appropriate resulting actions based on a “zero tolerance” philosophy.
• Oversight of grant management, ensuring that effective finance management and accountability is applied to all grant funded projects
• Effective, efficient and proper management and use of assets
• Proper financial management and accountability in line with policy guidelines
• Child Sponsorship performance in line with partnership standards.
• Child protection in line with partnership and national office child protection policies, guidelines and protocols.
• Implementation of audit recommendations and prevention of reoccurrence.
• Ensure sufficient, timely and accurate flow of management and operational information and reports, both internally within WVU and with Support Offices, in accordance with the set communication protocol.
Networking and advocacy
• Build strategic partnerships, networks, coalitions and alliances at the regional level and link it with national level strategic engagements.
• Spearhead, coordinate and promote regional level advocacy, lobbying and influencing initiatives.
• Document lessons and learning’s from the regional/ APs and link with national and global level advocacy initiatives.
• Develop (through support to Regional GAM Point Person) and execute regional donor / partner engagement plan and capacity statements.
Team Leadership & Building a High-Performance Team
• Build cooperation, team spirit and a supportive, learning environment within the region
• Ensure effective capacity building of regional staff (in line with 70/20/10 principles) in key programming areas (including LEAP and Technical Program requirements). In addition, actively work on leadership development through process of capacity building and coaching.
• Facilitate an appropriate environment for the spiritual formation of staff, including the embracing of WV’s Vision, Mission & Core Values.
• Participate in and lead where appropriate devotional meetings, weekly chapel and other events.
• Any other role as may be assigned by the supervisor due to changing context or business operations
Qualifications: Education/Knowledge/Technical Skills and Experience.
• At least 10 years of experience of which 5 years must have been in program management and/or senior management/leadership level

Qualifications
• Master’s degree in any development related field (social sciences, development studies, management, education, agriculture or public health)
• Bachelor’s degree in any development related field (social sciences, development studies, management, education, agriculture or public health).
• Must be able to drive a manual car.
• Must be having a valid driving permit.
