REQUEST FOR EXPRESSIONS OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES TO CARRYOUT CLOSURE ENVIRONMENTAL AND SOCIAL AUDIT FOR THE AGRICULTURE CLUSTER DEVELOPMENT PROJECT INFRASTRUCTURE INVESTMENTS (FARM ACCESS ROAD CHOKES AND MATCHING GRANT AGRO-PROCESSING FACILITIES) CONSULTANTS QUALIFICATION SELECTION (CQS)
PROCUREMENT REFERENCE NUMBER: MAAIF-ACDP/SRVCS/2022-2023/00032
1. Government of Uganda received a Credit from the International Development Association (IDA) toward the cost of implementing the Agriculture Cluster Development Project (ACDP). The main objective of the project is to raise on-farm productivity, production and marketable volumes of selected agricultural commodities in specified geographical clusters.
2. The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), the executing agency, has supported investments on1,118.6km (345 chokes) farm access road chokes and 359 matching grant processing, storage, value addition facilities and bulking centres in 57 districts across the country. These investments were implemented according to the World Bank Operational Policies and Ugandan Laws. 3. The Ministry therefore intends to apply part of the proceeds to the provision of consultancy services to carryout closure Environmental and Social Audit for the Agriculture cluster Development Project Infrastructure Investments.

4. The shortlisting criteria are: a) Proof of Registration

d) A Joint venture agreement, in case of a joint venture e) NEMA Registration/Certification.
f) The Firm must demonstrate previous experience and expertise in the carrying out environmental and social management activities for the last 5 years.
g) The firm should demonstrate the at least 3 (three) environment and social audits within the last five (5) years preferably with the World Bank funded projects. h) The firm should demonstrate the availability of key personnel as outlined below;
4.1 Environmental Specialist/Lead Auditor
Qualifications
a) The lead Auditor will have a Master's Degree in Environment, Natural Resources Management, or related field and a minimum of 10 years of relevant experience. The lead Auditor will also have significant experience in environmental and social audits for development projects and in Monitoring and Evaluation of projects and demonstrated understanding of the World Bank Operational policies
b) The Consultant Should be a NEMA registered Lead Environmental
4.2 Sociologist Qualifications
a) A Master's Degree in Sociology or relevant field with a minimum of 7years' experience in social impact assessment issues related to development projects.
4.3 Occupational Safety and Health Expert Qualifications
b) An honours Environmental Health Science, Public Health or related human science and with advanced qualification in Occupational Safety and Health or related field degree from a recognized University or any other relevant subject with at least 5 years' experience dealing with OSH issues in projects.
5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated January 2011, "Consultant Guidelines" setting forth the World Bank's policy on conflict of interest.
6. Consultants will be selected in accordance with the Consultants Qualification (CQS) method set out in the Consultant Guidelines.
7. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The type of association whether a joint venture or a sub-consultancy, where applicable, must be clearly indicated in the Expression of Interest.

9. Electronic submissions of EOIS shall not be permitted 10. Expressions of Interest clearly marked "Consultancy services to carryout closure Environmental and Social Audit for the Agriculture Cluster Development Project Infrastructure Investments (Farm Access road chokes and matching Grant Agro-processing facilities) should be delivered to the address below not later than 12th Janaury 2023 by 11:00 a.m. Local time.
