The Request for Expression of Interest follows the General Procurement Notice (GPN) published in the UN Development Business (UNDS) online African Development Bank (AfDB) website on October 17, 2022, and Uganda National Roads Authority (UNRA) website on October 19, 2022 respectively.

The Government of Uganda has received a loan from the African Development Bank towards the cost of Namagumba- Budadiri Nalugugu Road Upgrading

Project and intends to apply part of the loan proceeds to payments under the contract for Consultancy Services for Monitoring & Evaluation, Technical Audit 6 and Road Safety Audit and Sensitization on Namagumba Budadiri Nalugugu Road Upgrading Project (39 km).

The Namagumba-Budadini-Nalugugu read (59 Km) road is an existing gravel road located in the Eastern part of Uganda and borders Mt Elgon National Park, and therefore an important link in the tourist circuit. It traverses through the district of Sironko. Namagumba-Budai-Nalugugu road (39Km) project is part of the National Road network, starting at a junction about 5Km along Mbale-Namuna Trading Center. It is part of the link that connects Sironko, Kapohonwa and Mbale towns to the people living along the slopes of mountain Elgon

In order to carry out this project, the Government of Uganda represented by the Uganda National Roads Authority (UNRA) intends to engage a qualified firm (the Consultant to undertale
• Monitoring and evaluation of the impact of the upgrading of the road sections on the beneficiaries in the project zone of influence
• Technical audit of the road works to ensure technical compliance with the | required specifications of the works under construction by the civil works contractor (Contractor) and the associated supervision by the Supervision/Consulting engineer (consultant); and
• Road Safety Audit of the road sections to inform on road safety compliance with the required standards of the road during and after project implementation.

• Consultants may constitute joint ventures associations to enhance their chances of qualification

The duration of the entire assignment is 48 months covering design review stage (6 months): pre-opening: post-opening stages (30 months); and the defects. lability period (12months).
This assignment is open to firms who are registered or incorporated in African Development Bank (ADS) Member 9. Countries. The Uganda National Roads Authority (UNRA) now invites Consultants to indicate their interest in providing these services. Consultants must provide information indicating that they are qualified to perform the services by
desorbing assignments of similar nature and scope conducted in the last ten (10) years (with a minimum of three (3) assignments for each of the three areas of M&E Technical Audit and Road Safety Audit/Road Safety Sensitization) providing information on experience in sub-Saharan Africa region on at least three (3) projects over the last 10 years with a minimum of one project each in M&E Technical Audit and Road Safety Audit Road Safety Sensitization, and indicating ability to mobilize appropriate skills in M&E Technical Audit and Road Safety Audit Road Safety Sensitization among the consultant's staff, including but not limited to: Transport Economist Team Leader, Transport Planning Specialist Monitoring and Evaluation Specialist Social Development Specialist, Highway Engineer, Technical Auditor, Materials
