REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) UGANDA DIGITAL ACCELERATION PROJECT – GOVERNMENT NETWORK (UDAP-GOVNET) LOAN NUMBER: P171305 REFERENCE NUMBER: NITA-U/UDAP/CONS/23-24/00013
ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR STUDY ON DIGITAL ACCESS ENABLERS IN REFUGEE AND HOSTING COMMUNITIES.
The Government of Uganda represented by the National Information Technology Authority-Uganda (NITA-U) has received financing from the World Bank toward the cost of the Uganda Digital Acceleration Project- Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for consulting services for the Study on Digital Access Enablers for Refugees and Hosting Communities.

The consulting services (the Services") include: to carry out the study in RHDs while identifying impact, challenges as well as benefits that the RHDs and the country at large can achieve from easing access to these initiatives by supporting the enablers identified for a smooth and impactful implementation. The duration of the assignment will be 6 (aix) months from the date of signing of the contract. The detailed Terms of Reference (TOR) for the assignment can be accessed at https: www.nita.co.ug  

The National Information Technology Authority - Uganda now invites eligible consulting firms ("Consultants) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for the firm's capability and experience is:
a) The firm should have a minimum of 5 (five) years of core business as a consultant including but not limited to ICT Consultancy, Investment Analysis, Management Consulting and Advisory, Research, Training and Capacity development and Business Management Advisory
b) The firm shall be required to provide a profile that includes a structure of the organization, general qualifications and number of overall key staffing available with the firm to undertake the tasks to demonstrate technical and managerial capacity.
c) Experience in consultancy services of at least 3 (three) similar assignments in scope and nature in the last 5(five) years.
d) Experience in similar conditions with at least two projects in Sub- Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa.
e) The consultants must demonstrate ability to field a team of experts
with required qualifications and experience for the assignment, Team Leader, ICT Expert, Economist, Legal Expert, Humanitarian Operations Expert, Project Architect, Structural Engineer, Quantity Surveyor, MEP Engineer, Environment Specialist, and Sociologist Key Experts will not be evaluated at the shortlisting stage (Please do not submit CVs and bio data of experts).

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the Wond Bank's Procurement Regulations for IPF Bomowers' July 2016, revised September 2023 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate cleany whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointy and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank Procurement Regulations.
