CNOOC Uganda Limited a subsidiary of China National Offshore Oil Corporation (CNOOC) is an Oil and Gas Exploration and Production Company, and Operator of the Kingfisher Discovery Area located in Kikuube District, Western Uganda.
Following the prolonged and intense rainfall in many parts of the country in 2020 and 2021, there was significant water level rise in Lake Albert that caused heavy flooding. This had a significant impact on some of the existing facilities at Kingfisher oil field and future floods are predicted to have a significant impact on the planned developments if timely interventions are not put in place.
CNOOC Uganda Ltd. invites Expression of Interest (EOI) from professional competent Construction firms to provide services for procurement and construction of a sheet pile floodwall to protect existing and planned oil facilities against future floods.

Scope of Works:
The scope of works majorly include construction of a steel sheet pile floodwall at specific locations along the shores of Lake Albert and will include the following activities:
• Procurement and delivery to site all required sheet piles (approximately 1,293 tonnes) and other material to construct the proposed floodwall
• Site Preparation
• Provide and set up plant and equipment to drive / install sheet piles to the required depth as per specifications and drawings 
• Earthworks
• Commissioning of the completed works

Site reinstatement and demobilization.
The detailed scope of work including construction drawings and specifications shall be provided in the Request for Proposal (RFP) package to be issued to only bidders that would have passed prequalification stage.

Should you be interested in participating in the tendering process, please provide below minimum requirements based on which successful bidders shall be contacted for subsequent stages of the bidding process.
• Updated company profile.
• QHSE policy, procedure and process in compliance with Uganda petroleum regulations, the IFC Performance Standards and the international industry standards.
• Similar project experience within the last 5 years, especially in Uganda.
• Qualified and experienced personnel, including their availability. e. Adequate equipment and tools required for the services compliant to the industry standards.
• Financial capability to deliver the services (provide 3 years recent audited financials).
• Commitments to National Content requirements of the Government of Uganda.
• Evidence of registration on the National Supplier Database (NSD) with the Petroleum Authority of Uganda (PAU).
• Joint Venture Partnerships with Ugandan Companies are encouraged, however, JVs shall require PAU approval before submission of bidding documents.
• Proven record of sound business integrity. Completion certificates and client recommendations to be provided.
• Bidders should strictly comply with Regulation 9. Priority of Ugandan goods and services during procurement and Regulation 10. Contracts for goods and services to be exclusively provided by Ugandan citizens and companies of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non- compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
• Parent company and its subsidiary are not allowed to participate in the bidding for the same tender. Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void

Late submissions shall be rejected.
Request for Proposal (RFP) documents shall be released to those who are found to have successfully passed the prequalification stage.
