REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF TALENT EXCHANGE PROGRAMS AND PLACEMENT TRAINING SERVICE

CNOOC Uganda Ltd Invites Expression of Interest (EOI) from professional competent firms to provide services for talent exchange programs and placement training service
Scope of Service:
The scope of service shall be divided into sections as follows:
1) Placement Training Service
This training is targeted for technical employees such as Drilling, Geology & Reservoir, Engineering and Production staff in the Company who will be selected on annual basis for the next three years. The training shall be undertaken in either China, UK or Canada. The training shall focus on onsite exposure to acquire the abundant experience in field development.
The scope of service required for this program shall include but not limited to the following:
Provision of a training center with training facilities including materials, training equipment, Certifications, logistics etc. in either China, UK or Canada
Purchase Air Tickets & Visas for the participants on behalf of CNOOC Uganda Limited.
Arrange for Accommodation for participants while in China, UK or Canada
Organize professional Coaches/Mentors/supervisors on drilling or Production facilities for technical Staff during placement period. Provision of Personal Protective Equipment (PPE)

2) Talent Exchange Programs
Talent exchange is a training program for selected employees travelling to CNOOC Head Quarters or affiliate Companies and are attached to their counterparts in those offices to acquire additional skills, knowledge and gain work experience. A total of 24 staff shall attend this program in the next three years.
The scope of service required for this program shall include:
Purchase of Air Tickets & Visas on behalf of CNOOC Uganda Limited
Arrange for accommodation for participants while in China, UK or Canada
Purchase of travel tickets for participants within the countries of China, UK or Canada.
Provide travel Insurance for all the participants while in China, UK or Canada
Organize professional Coaches/Mentors/supervisors on drilling or Production facilities for technical Staff during placement period.
Provision of Personal Protective Equipment (PPE)
The detailed scope of work shall be provided in the Request for Proposal (RFP) package to be issued to only bidders that would have passed prequalification stage.
Should you be interested in participating in the tendering process, please provide below minimum requirements based on which successful bidders shall be contacted for subsequent stages of the bidding process.
a. Updated company profile.
b. QHSE policy, procedure and process in compliance with Uganda petroleum regulations, the IFC Performance Standards and the international industry standards.
c. Similar project experience within the last 5 years, especially in Uganda. d. Qualified and experienced personnel, including their availability.
e. Adequate equipment and tools required for the services compliant to the industry standards.
f. Financial capability to deliver the services (provide 3 years recent audited financials).
g. Commitments to National Content requirements of the Government of Uganda.
h. Evidence of registration on the National Supplier Database (NSD) with the Petroleum Authority of Uganda (PAU).
i. Joint Venture Partnerships with Ugandan Companies are encouraged, however, JVs shall require PAU approval before submission of bidding documents.
j. Proven record of sound business integrity. Completion certificates and client recommendations to be provided.
k. Bidders should strictly comply with Regulation 9. Priority of Ugandan goods and services during procurement and Regulation 10. Contracts for goods and services to be exclusively provided by Ugandan citizens and companies of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non- compliance.
I. Parent company and its subsidiary are not allowed to participate in the bidding for the same tender. Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void.

Late submissions shall be rejected.
