REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR SUPPLY OF WAREHOUSE LIFTING TOOLS, BEAMS, CONSUMABLES AND OTHER YARD TOOLS UNDER A FRAMEWORK AGREEMENT FOR TWO (2) YEARS

CNOOC Uganda Limited a subsidiary of China National Offshore Oil Corporation (CNOOC) is an Oil and Gas Exploration and Production Company, and Operator of the Kingfisher Discovery Area located in Kikuube District, Western Uganda.

Invites Expression of Interest (EOI) from professional and competent Companies to supply warehouse lifting tools, beams. Consumables and other yard tools at the Kingfisher oilfield on call off basis under a framework agreement for a period of three (3) years.

Scope of Supply:

The successful bidder shall supply the following items listed below under five (5) Lots as shown below.

Bidder can express interest for all five (5) Lots or particular Lots where he/she feels has competence and the bidder's scope of business is in line with the selected lot/s.

The detailed scope of work shall be provided in the Request for Proposal (RFP) package to be issued to only bidders that would have passed prequalification stage.

Should you be interested in participating in the tendering process? Please provide below minimum requirements based on which successful bidders shall be contacted for subsequent stages of the bidding process.

1.            Updated company profile.

2.            b. QHSE policy, procedure and process in compliance with Uganda petroleum regulations, the IFC Performance Standards and the international industry standards.

3.            Similar project experience within the last 5 years, especially in Uganda.

4.            Qualified and experienced personnel, including their availability.

5.            Adequate equipment and tools required for the services compliant to the industry standards.

6.            Financial capability to deliver the services (provide 3 years recent audited financials).

7.            Commitments to National Content requirements of the Government of Uganda.

8.            Evidence of registration on the National Supplier Database (NSD) with the Petroleum Authority of Uganda (PAU). Joint Venture Partnerships with Ugandan Companies are encouraged, however, JVs shall require PAU approval before submission of bidding documents.

9.            Proven record of sound business integrity. Completion certificates and client recommendations to be provided. Bidders should strictly comply with Regulation 9. Priority of Ugandan goods and services during procurement and Regulation 10. Contracts for goods and services to be exclusively provided by Ugandan citizens and companies of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS. 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.

10.          Parent company and its subsidiary are not allowed to participate in the bidding for the same tender. Otherwise. Both the parent company and its subsidiary's bidding proposals shall be treated as null and void.

Late submissions shall be rejected.

Request for Proposal (RFP) documents shall be released to those who are found to have successfully passed the prequalification stage.
