REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF SECURITY SERVICES REFERENCE NO.: CPP-PROC-UG-034-0707

China Petroleum Pipeline Engineering Co. Ltd. (hereinafter abbreviated as CPP) as Pipeline (PPL). Above Ground Installation (AGI) and Main Camp Pipe Yard (MCPY) Contractor for the East African Crude Oil Pipeline (EACOP) Project invites experienced and reputable Contractors to express their interest in supplying kinds of Private Security Service and Consultant Service for EACOP Project in Uganda.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
Provision of 24/7 manned Trained Security Operations coordination and supervision services for Project site premises (including MCPY. Work spreads, Storage warehouse, AGI areas).
Provision of 24/7 Trained Security Control Room monitoring services and security officers (Excellent verbal communication skill in English) for access control Management & Surveillance (Personal ID for individuals and Gate pass for equipment / materials/vehicle need to be checked while entry and exit and ensuring record keeping to prevent illegal entry or loss of materials or equipment at CPP premises).
Provision of a dedicated Security Supervisor (Excellent written and verbal communication skills in English, for cover area situation monitoring and reporting, including dissemination of real-time security alerts) for CPP's work areas (AGIs and MCPYs) at each Security region.
Provision of regular security situation monitoring, reporting and early warning/alert information for each security region & location.
Provision of Emergency response preparedness support (dynamic & static security).
Provision of conflict prevention and resolution, good relationship liaison with region communities and security authorities.
Provision of Security Management, strategic Planning System Consultancy and Security Documentation establishment along with implementation and regular updates of relevant security support documents (such as but not limited to: SRA, SSP, SMP, ERP, etc..).

MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with:
• ISO18788 Management System certification.
• At least 05 to 10 years' experience in providing similar services with proven track record of good

Performance of similar services.
• International Code of Conduct for Private Security Service Providers (ICOC) is highly recommended.
• Guiding Principles on Business and Human Rights (Implementing the United Nations "Protect, Respect and Remedy" Framework). Suitably qualified and experienced personnel and equipment to perform the SERVICES.
• Proof of commitment to upholding the VPSHR.
• Proof that hiring practices avoid the recruitment of personnel involved in human rights violations.
• Sample of employee annual training materials/documentations for guard, security control room operator, and supervisor.
• Sample of Incident investigation and reporting procedure and templates.
• Sample of Training Certificate for specific security including Police clearance Check, Medical certificate References of similar services.
• Shall have an HSE Management System, Policy and related procedures in compliance with international standards.

Note: the training materials/Documents should be a sample only. submission of full training manual is NOT required. However, an overview of the syllabus and details of typical training / retraining schedule should be included.

LEGAL REQUIREMENTS
• Proof of business registration and business license for Uganda
• Proof of registration with the Uganda Tax Revenue Authority.
• Proof of registration with the National Suppler Database (NSD) for Uganda
• Compliance with the Petroleum Midstream National Content Regulation # 34,2016 for Uganda.
• Tax Clearance Certificate for the latest year available.
• Good Financial capacity to deliver the services as required.
• Must be authorized or possess the necessary licenses to operate.

Subject of the email should be ~EOL for CPP-PROC-UG-034- 0707-COMPANY NAME" CPP reserves the right not to consider companies that submit an incorrect email subject and the incorrect format of Questionnaire, Appendix 1 & 2.

Note: CPP will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. CPP reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
