REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF SOCIAL CUNSULTANCY SERVICES
China Petroleum Pipeline Engineering Co., Ltd. (hereinafter abbreviated as CPP) as Pipeline, Feederline & Above Ground Installation Contractor for the East African Crude Oil Pipeline (EACOP) Project invites experienced and reputable Contractors to express their interest in providing SOCIAL IMPACT ASSESSMENT, SOCIAL MONITORING, TEMPORARY LAND ACCESS and SOCIAL MANAGEMENT CONSULTING SERVICES to the EACOP Project.
The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 206 km will be in Uganda.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:
SOCIAL IMPACT ASSESSMENT
• Conducting comprehensive social impact assessments before temporary land acquisition, acquisition of borrow pits, and quarry sites, identifying potential social risks and impacts, and proposing appropriate mitigation measures as required by the environmental law.
• Evaluate all significant negative social impacts on affected communities and vulnerable groups during construction activities, propose effective mitigation measures, and inform CPP.
• Develop a stakeholder engagement strategy to facilitate effective communication and consultation with affected communities, local authorities, non-governmental organisations (NGOs), and other relevant stakeholders.

SOCIAL MONITORING
• Provide skilled and experienced personnel to monitor and collect social performance data on CPP's social activities.
• Conducting periodic social performance assessments to evaluate CPP's compliance with social management plans, international best practices. national regulations and EACOP project standards.
• Conducting spot-checks and site visits to ensure that social management plans are being implemented effectively.
• Prepare and submit social monitoring reports according to the mode, frequency and time specified by CPP.

TEMPORARY LAND ACCESS
• Conducting land surveys and assessments in the specific areas requiring temporary land acquisition for the CPP construction activities. Identifying and engaging with landowners, local communities, and relevant stakeholders in the areas designated for temporary land acquisition.
• Conducting consultations and information sessions to inform affected parties about the temporary land acquisition process, its duration, and the compensation mechanisms.
• Negotiating with landowners and affected communities to reach fair and mutually beneficial agreements for temporary land use during the construction period.
• Ensuring that all agreements are properly documented and legally binding.
• Facilitating the payment of compensation to landowners and affected parties according to the agreed-upon terms and in compliance with EACOP requirements, and applicable laws and regulations.
• Securing all necessary permits and approvals for the temporary land
• acquisition process.

SOCIAL MANAGEMENT CONSULTING SERVICES
• Provision of consultancy services on social management for the Client, if any:
• To put forward suggestions and solutions on the legal adaptability of construction activities:
• Provide assistance in the licensing, approval and other procedures involved in the project.

MINIMUM REQUIREMENTS:
• Companies or organizations expressing their interest are invited to document their request with:
• Proof of business registration and business license for Uganda.
• Proof of registration with the Uganda Tax Revenue Authority.
• Proof of registration with the National Supplier Database (NSD) for Uganda.
• Compliance with the Petroleum Midstream National Content Regulation #34,2018 for Uganda.
• Fully filled Key personnel list with CV (Appendix 1), and list of Similar Supplying Experience (Appendix 2) in the requested format. (Blank is regarded as an unqualified item.)
• Copy of certificates of ISO 9001, ISO 45001, ISO 14001, or equivalent of them.
• Tax Clearance Certificate for the latest year available.
• Minimum of 10 years of demonstrated consultancy experience in the construction sector.
• In-depth knowledge of Uganda's local context, international standards, and Good International Industry Practice (GIP).

Note: CPP will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Arreement (NDA) an invitation to bid as a continuation of the call for the tender process. CPP reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision.
