East African Crude Oil Pipeline (EACOP) LTD ("EACOP LTD") invites experienced and reputable companies to express their interest in providing and operating a mobile truck ('pop-up truck') to support the implementation of the Industry Enhancement and Community Engagement activities in the 10 districts along the pipeline route.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:

The selected contractor shall, on behalf of the COMPANY, provide and operate a 'pop-up truck' that will seek to promote community engagement and participation at a regional, district and village level in the EACOP activities. The mobile truck will be used for the activities listed below:

• Quarterly engagements with community suppliers at the regional and district level (e.g. supplier workshops, information dissemination sessions, etc.).
• Networking events with the COMPANY's Main Contractors and the local business community.
• Supporting registration of suppliers at the district level on the NSD, NOGTR, etc.
• Delivering short trainings (between 1 to 2 days) for the local business community to build their capacity in service delivery and sector knowledge.
• Community awareness raising activities related to the EACOP project -safety, health, security etc and other community-based engagements related to the EACOP project by the different EACOP departments.

MINIMUM REQUIREMENTS:

Interested parties may participate in this EOI as an entity or as an association of companies, where they shall (individually or collectively) demonstrate the following minimum requirements:

• Experience, performance, and capacity in delivering the Scope of Services outlined above at a large scale in Uganda, in compliance with national and international standards.
• Certificate of Incorporation, Valid Trading License and memorandum and articles of association
• Audited financial statements for the last two to three years 2019 to 2021.
• Registration Certificate with the PAU National Supplier Database (NSD) - a MUST
• Compliance with Midstream Act 2013, Midstream NC Regulations 2016 and National Company definition.
• Evidence of organization QHSE policy, procedure, and process in compliance with applicable Local and Industry standards for similar works.
• Appropriate licensing from relevant in-country authorities for the provision of the services.
• Proof of registration with the Ugandan Revenue Authority and Tax Clearance Certificate for the latest year.

Interested companies with the capacity to provide the services listed above should express their interest by sending the above documents to procurement.ug@eacop.com   on or before 16:00 hours East African Time (EAT), 30th December 2022. Statements of EOI should be no more than ten (10) to twenty (20) pages long.

Note: EACOP Ltd will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only prequalified companies will receive, subject to the signature of a Non-Disclosure Agreement (NDA), an invitation to submit a proposal in furtherance of the Request for Proposal process. All Expressions of Interest should be submitted in the English Language.
