ASSIGNMENT TITLE: SUPPORT THE ESTABLISHMENT OF NEW COLLABORATIVE FOREST MANAGEMENT AGREEMENTS

The Government of Uganda (GOU) has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) Project and intends to apply part of the proceeds for consulting services. The project is being implemented by the Ministry of Water and Environment (MWE, Lead Agency), the Uganda Wildlife Authority and the National Forest Authority with the involvement of the Ministry of Tourism, Wildlife and Antiquities in tourism-related activities. 2. The consulting services ("the Services") include support to the establishment of new collaborative forest management agreements for a duration of six (06) months after contract signature. The main objective of this assignment is to support establishment of community groups through the CFM process with reference to the CFM guidelines taking into account the recommendations of the National CFM Review (2020) and ongoing discussions.

The National Forestry Authority now invites eligible Non-Profit Organizations (Non- Governmental Organizations-"NGOs") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services as set out in the TORS. The shortlisting criteria are: 
• NGOs with 10 years proven record and experience in working around the Central Forest Reserves (CFRs) and other protected areas promoting both conservation and development with forest adjacent communities based on partnership arrangements between communities and NFA.
• Registration with the National NGO registration board (A valid Registration certificate must be attached as evidence).
• Knowledge and experience of the NGO in Forestry. Community Forestry, Social Forestry, Social Forestry or Natural Resource Management and conservation.
• Relevant experience of the NGO in implementing similar assignments with evidence of atleast a minimum of 5 assignments of similar related nature.
• Understanding of Collaborative Forest Management (CFM) in Uganda and how it is anchored to the laws of Uganda and working closely with forest adjacent communities in areas of conservation and development.
• Readiness to work in remote areas with difficulty of access and available facilities characteristics of forest edge environment.
• Capacity to work with the local leaderships to mobilize the communities and maintain the community interest required for the entire CFM process.
• Capacity to coordinate the process simultaneously in the three clusters of CFRs in South West, Mid-West and West Nile to accomplish the work within the assignment duration (Copies of the contract must be attached as evidence).
• Demonstrate good understanding of local languages in Uganda or provision of a translator.
• The NGOs must present their profiles demonstrating the availability of key experts that is to say 03(three) Natural Resource Management experts and 03 (three) Community Partnership Experts (The organization organogram must be attached as evidence).
• Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" dated November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

NGOs may associate with other NGOs to enhance their qualifications. but should indicate clearly whether the association is in form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

An NGO will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations available at www.worldbank.org/procurement
