ELECTRICITY ACCESS SCALE-UP PROJECT (EASP)
REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION)
CONSULTANCY SERVICES FOR OPTIMIZATION STUDY FOR ELECTRICITY DISTRIBUTION AND CONSUMER CONNECTION STANDARDS AND SPECIFICATIONS TO SUPPORT ACCELERATED ELECTRICITY ACCESS IN UGANDA PROCUREMENT NO.: MEMD/CONS/2022-23/00107/ERD
The Government of Uganda (GoU) has received funding from the World Bank towards the cost of the implementation of Electricity Access Scale Up Project (EASP), and intends to apply part of the proceeds for consulting services.
The consulting services (the Services") involves a study to assess the country's distribution grid and consumer connection material standards and specifications and make recommendations of appropriate least cost distribution material standards and specifications that optimize the cost of grid expansion and connections while meeting predefined levels of quality of electricty supply and safety.
It is envisioned that the study will include technical reviews of distribution network and connection material standards and specifications including but not limited to switchgear, poles, conductors. accessories, transformers, meters, ready-boards, etc. To justify the rationalization of standards and specifications, the consultant will also undertake a cost-benefit analysis (CBA) of the proposed low-cost distribution network and connection standards for each consumer category and estimate the associated costs and potential cost savings associated with the adoption of the tailored standards.

Specific attention will be given to the following
1. Assessment and Optimization of Current technical specifications and standards: The Consultant will review the existing distribution network standards and specifications, including 33kV and 11kV networks, to evaluate their appropriateness for the energy needs of different consumer categories in the context of GoU's broader efforts to achieve universal electricity access
2. Development of customized-for-purpose electrification approaches distribution network and connection standards and specifications for each consumer category. This will cover distribution network standards and specifications for all applicable materials including switchgear, poles, conductors, transformers, meters, and other key accessories, and connection material standards and specifications
for zero and one pole connections, including infrastructure costs supply and installation for each consumer category
3. Engagement with Stakeholders: The Consultant will identity key stakeholders including different consumer segments and facilitate inclusive stakeholder consultations to obtain input and feedback on the exising and proposed distribution network and connection standards and specifications, and the proposed fit-for-purpose electrification technologies and approaches that are necessary to drive accelerated electrification. These may include, but not be Imited to, Electricity Regulatory Authority (ERA), Uganda Electricity Distribution Company Limited (UEDCL), Umeme Limited, existing Electricity Distribution Utilities, Uganda National Bureau of Standards (UNBS), select large electricity consumers, among others.

The assignment will be carried out for a period of Six (8) months The objectives of the assignment are to,
a) Review existing distribution network and connection material specifications and standards in Uganda and identify opportunities to develop differentiated low-cost standards and specifications based on energy needs and usage characteristics of the different consumer categories, ie, residential, commercial, industrial, agricultural, and industrial users
b) Assess the feasibility of adapting new electrification technologies approaches, and/or standards to meet the needs of each consumer segment and generate optimized standards and specifications of distribution infastructure and connections to cater for the requirements of each consumer segment.
c) Conduct a cost-benefit analysis of proposed low-cost distribution network and connection standards and specifications for each consumption level and estimate the potential cost savings associated with the adoption of tailored standards, considering installation, operation, maintenance, safety, and availability of
locally manufactured materials.
d) Develop distribution network and connection specifications and standards that optimize the cost for different consumer categories based on usage characteristics and overall energy needs

Interest in providing the Services Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm's capability and experience are
1. Minimum of Five (5) years of Demonstrated experience in energy sector planning and project implementation with focus on distribution grid extension and connection materials optimization
2. Demonstrated experience in developing updating technical material specifications and standards for electricity distribution infrastructure and last-mile connections in developing countries in the past 5 years
3. Proven experience in the design, preparation and implementation of electrification programs that integrate low-cost electrification technologies in developing countries.
4. Proven experience working in Uganda or other developing countries in Sub-Saharan Africa

Key Experts will not be evaluated at the shortlisting stage. The attention of interested consultants is drawn to Section II, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, July 2018, November 2020 and September 2023 setting forth the World Bank's policy on conflict of interest
