Description:
The USAID-funded Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity, implemented by DT Global, aims to mitigate institutional governance, management, and market systems constraints to improve how systems work together to achieve agriculture-led economic growth. The Activity's overarching goal is increased responsiveness and accountability of Ministries, Departments, and Agencies (MDAs) and National level Industry Apex Organizations (IAOs) to their members, constituents, and the public. A more conducive environment for agriculture sector market actors to productively engage in economic production supports Uganda’s agricultural-led growth strategy. Key investment systems include inclusive, transparent, and responsive institutions, which incentivize social network actors and their relationships with other market actors. The Activity therefore works with Government of Uganda (GOU), MDAs and private-sector Apex to facilitate systemic improvements to catalyze economic growth.

The purpose of this APS is to solicit Expressions of Interest (EOIs) from qualified, legally registered Ugandan Industry Apex Organizations (IAOs), private sector firms, Civil Society Organizations (CSOs), and private sector actors, who are willing to support innovative business ideas in the following areas:

1. Enhancing institutional governance and sustainability for IAO membership and public accountability for IAOs.
2. Promoting evidence-based approaches, and models for better policy advocacy, lobbying, collaboration, and strategic thinking for IAOs.
3. Developing mechanisms and approaches to effectively create mutual social inclusion with IAOs and their members.
4. Piloting innovative, pragmatic solutions to effectively execute activities to IAOs and MDAs.
5. Advocating for agriculture, and food systems that support social inclusion and market-driven models.

Applications should propose solutions that will build institutional technical capacity in the technical approaches and models to create systemic change in the above three areas. This APS seeks applications that strengthen MDAs and Feed the Future Uganda ISS Activity to improve the responsiveness and accountability of their public and private-sector Apex Organizations for agriculture-led economic growth. Proposals should demonstrate models for MDAs and IAOs or Apex Organizations, and their approaches to ensure the sustainability of their interventions that respond to agriculture and food systems challenges. Proposed solutions for MDAs and IAOs and Apex may include one or more areas of policy advocacy, business approaches, and use of finance and food systems approaches. Applicants should focus on approaches that respond to or improve MDAs and IAOs and Apex among their members and their support structures and networks in GOU MDAs and IAOs, among the citizens.
