15th Malaria End-Use Verification Survey (EUV) Consultancy
Request for Proposals
The US Agency for International Development (USAID)-funded Activity, Strengthening Supply Chain Systems (SSCS), a five-year cooperative agreement being implemented by Management Sciences for Health (MSH) in collaboration with Advocates Coalition for Development and Environment (ACODE) and Uganda Healthcare Federation (UHF). SSCS aims to support the Government of Uganda (GoU) now the health supply chain system further along the journey to increase local capacity and ensure the sustainability of development outcomes by improving the availability of quality essential medicines and health supplies (EMHS) at health facilities.
The U.S. President’s Malaria Initiative (PMI), in collaboration with the Ministry of Health (MoH), supports the National Malaria Control Division (NMCD), the National Medical Stores (NMS), and Joint Medical Stores (JMS) to strengthen the supply chain systems for malaria commodities and services to achieve universal coverage in Uganda.
The Malaria End-Use Verification Survey (EUV) is one of the strategies being implemented to assess the availability and use of malaria medicine and commodities at the health facility level. This survey supplements existing approaches by the Ministry of Health to monitor product availability at different levels within the health system.
SSCS plans to undertake the 15th EUV survey during February–March 2025 in 75 public and Private Not for Profit (PNFP) facilities in Uganda as per PMI’s End-Use Verification guidelines. The findings of this survey will be used in malaria endemic areas to support decision-making processes, contribute to the formation of policy decisions, provide actionable information for addressing health system issues around storage and management of medicines, strengthening the coordination of malaria prevention and treatment initiatives, and supporting the Ministry of Health with necessary and appropriate case management interventions.
MSH/SSCS is seeking a consultancy firm/individual to lead and conduct the EUV survey. The consultant should be qualified to facilitate data collection as per the Uganda Private Not for Profit (PNFP) guidelines.
