The Role
Reporting to the Research Monitoring and Evaluation Lead, the purpose of this role is to coordinate the implementation of measurement and evaluation activities for all service delivery channels and operations in Mariestopes. S/he will participatein the development of holistic approaches to adaptive programming including data analysis to assess progress, assist in
identifying areas for improvement and measure program outcomes and impact. S/he will ensure a robust and adequate M&E data system (e.g. using ORION, Marietxt, and CLIC) to enhance the collection and management. S/he will conduct the analysis of program data, as well as tracking and reporting progress towards achieving results. S/he will ensure the implementation of MSI global evaluation tools (client exit interviews, IMPACT, M4QA). S/he will support staff of Mariestopes in any M&E related activities in the program.
Marie Stopes Uganda is an NGO registered in Uganda. We are affiliated to Marie Stopes International. Together we deliver post abortion care, quality sexual and reproductive health care and family planning to millions of the world's poorest and most vulnerable women. We want to make sure that women have a choice when it comes to having children and that death by unsafe abortion is reduced.
The primary responsibility of this role is to further our Goal: THE PREVENTION OF UNWANTED BIRTHS and its mission of ensuring the individual’s right to: CHILDREN BY CHOICE NOT CHANCE
Key Responsibilities
1. Participate in the development and implementation of program evaluations, assessments, special studies and operations research required by the program.
2. Ensure data quality by conducting data quality assessments (DQAs) on all project indicators.
3. Prepare technical reports, protocols, qualitative and quantitative analyses based on results to assist in informing program implementation.
4. Effective collaboration and coordination with all programmatic and operations teams to ensure regular collection of accurate data
5. Continuously monitor program progress in close collaboration with donors and other implementing partners.
6. Ensure effective application of existing MIS (including ORION, Marietext and CLIC) and MSI global evaluation tools (client exit interviews, IMPACT, M4QA)
7. Perform related work as may be required
Knowledge and Experience
1. At least three years of experience in designing and implementing monitoring and evaluation activities for complex programs, including at least two years of supervising a team with responsibility for M&E activities.
2. Knowledge of the M&E issues with respect to improvements in quality integrated service and support programs.
3. Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
4. Research experience that includes leading and managing research teams, and developing protocols
5. Considerable knowledge of skills in quantitative and qualitative data analysis and data management.
6. Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts.
7. Ability to communicate effectively to non-technical teams about MIS and database systems
Qualifications and Training (essential/ desirable)
1. Master’s degree in a relevant discipline, such as social science, public health, epidemiology, statistics, business, or development studies.
2. Proficiency in MS Excel, MS Word, and other MS Office software; data analysis software (such as SPSS or Stata);
3. Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners and lead multidisciplinary teams.
4. Knowledge of GIS and data management applications/platforms essential.
5. More than one Ugandan language desirable
