Background of the programme
The Netherlands ministry of Foreign Affairs made 50 million Euros available for a five-year (2022-2026) partnership programme with the Netherlands Association of Municipalities (VNG) to impact that local governments and their representative bodies are able to shape more sustainable futures for their communities. Through institutional, organisational and individual capacity development VNGI expects an improved mandate of Local Governments in intergovernmental relationships, improved local governance in decision making processes, policies and services, and improved leadership within the local government and Civil Society for the purpose of reaching development objectives in the thematic fields of security and rule of law, migration, climate change and water and economic development and taxation. 9 Country programmes have been formulated and will start implementation in January 2022.
Building better futures by strengthening democratic local government

VNG International are experts in strengthening democratic local governments in developing and transitional countries. Local governments play a key role in the provision of basic services such as water, waste management, health care and housing. VNG has a profound impact on service areas like safety, food security, rule of law, and women's rights. Our projects aim to contribute to better futures for people, communities and countries in a sustainable manner.
Background of the Uganda Country Programme
The Uganda programme impact is expected to contribute to "a more sustainable development for those in fear of conflict, those who risk to be left behind and the affected host and displaced communities". The objective of the Programme is "a locally driven inclusive and accountable governance in 9 local governments in Uganda". The programme will contributes to 3 out of the 4 of the thematic fields of the overall partnership:

Security and rule of law: With the expected outcome; "improved leadership engagements and collaborations to bring together conflicting perspectives into suitable local government service solutions".
Migration: With the expected outcome "improved responsiveness of local governments and stakeholders in providing adaptable solutions to the needs of refugees and host communities".
Economic development and taxation:
With the expected outcome; "improved own source revenue in support of local economic development (incl. youth employment) and social protection".
These objectives are expected to contribute to the Sustainable Development Goals (SDGs); 5, 8, 10.3, 10.7, 11, 16.5, 16.6, 16.7, 17.1), the Addis Tax Initiative and to the objectives of the Multi-Annual Country Strategy 2019 - 2022 of the Royal Netherlands Embassy in Uganda:

Position 1: Resident Local Government Security and Rule of Law Expert
Aim of this assignment:
To coordinate and support the implementation of all programme activities in the thematic area of security and rule of law in Uganda.

Activities to be perform:
• Implement the inception phase activities needed in the field of security and rule of law to update underlying analysis and update the 2022 annual plan and contribute to the writing of the inception phase report.
• Steering the security and rule of law component of the Uganda programme, making sure it is contributing to the objectives of the DHS department of the Netherlands ministry of Foreign Affairs, their representation through the Embassy of the Kingdom of the Netherlands in Uganda and agreed partnership objectives.
• Implement technical assistance and advisory services and accompany the Uganda national and local governments in achieving their results according to the activities in the annual work plan in cooperation with the local government focal persons.
• Facilitate experts and implementor’s network in their work and coordinate activities with the purpose of coherence and contributing to the same results. Actively engage the network in activities and bring together all required expertise to help the Ugandan local governments in achieving the security and rule of law objectives.
• Organise feedback from Ugandan national and local governments on experts recommendations and findings and receive management responses.
• Relate to important national and international programme partners, stakeholders and knowledge holders in the field of security and rule of law and facilitate their active participation in the programme. Harmonize and search for synergy with other projects, programmes and initiatives of development agencies, donors, national institutes, businesses or NGOs and make sure that programme activities are aligned to existing national policies and initiatives.
• Contribute to the monitoring of progress of the programme in line with the ToC and related indicators.
• Provide input and advise to the overall Resident Programme Manager in Uganda and VNG HQ project managers on the programme Theory of Change and annual work plans.
• Update the annual work plan on security and rule of law in cooperation with the Ugandan local governments and in line with context development at local level and in the country.
• Monitor the sound financial management of the budget of the programme.
• Build-up knowledge and facilitate learning in Uganda amongst all involved local governments and programme stakeholders.
• Further develop the VNG International approach and methodologies in the field of security and rule of law in Uganda.
• Form part of the VNG partnership learning network in the field of security and rule of law, being an actively contributing partner for the VNG HQ thematic expert
• Actively communicate and contribute to the communication and visibility of the programme in the field of expertise.
• Represent VNG International in Uganda in the field of security and rule of law.
• Identify new programme and project opportunities for VNG International and contribute to the formulation of proposals.
• Conflict-sensitivity, gender equality and the safeguarding of the environment is to be ensured in the development and implementation of all activities.
Reporting requirements
• Routing of the reporting occurs according to the following guidelines:
• The expert will work in close collaboration with the resident programme manager, VNG International project manager, other VNG International thematic experts and local government Focal Persons to ensure alignment of the activities.
• The expert will ensure that a proper level of information prior to, during and after the activity is provided to VNG International.
• The expert will report directly to VNG International Minimum qualifications, professional experience and core skills required.

Qualification
• Post Graduate University Qualification (Master or equivalent) in public administration, Conflict, Peace and Security, Law, Development Management and Governance.
• Professional Experience
• Minimum of 10-15 years of relevant professional working experience in a fragile setting in or with the public sector and development cooperation
• Experience working in Uganda on Peace, security, rule of law and governance is a MUST
• Familiarity with the Political Economy context in Uganda
• Practical experience in change management projects.
• Experience with Project Cycle Management, Theories of Change/logical frameworks, monitoring and result-based management.

Period of the assignment
From 1 March 2022 to 30 June 2022, with possibility of extension till 31 December 2022 and annual renewal throughout the duration of the project, based on performance.
Place of the assignment
Uganda, Kampala, with preparedness to travel to all participating Ugandan Local Governments and internationally
