Job Summary
The Resources Mobilization Officer shall be responsible for grants sourcing and management and integrating its work with the other departments of the project. She/he will monitor the resources management operations to ensure overall high quality of grants administration across programs; oversee all aspects of grant administration, risk management, reporting, budgeting tracking and financial and resource mobilization for both the prime, consortium partners, Community Based Organizations (CBOs), and Civil Society Organizations (CSOs) and Cities/Districts. She/he will be responsible for providing program and support teams with general grants management support and advice on donor compliance and LG policy & regulations to ensure grants are implemented on-track, on-time, and on-budget while adhering to funding and reporting requirements from grant inception to close. She/he will assist in the budget development process and perform budget analysis duties as assigned by the Finance and Administration Officer. He/she will ensure project compliance to all Donors including Africa Member States, at country, regional and global levels and Hunger Relief Africa polices and guidelines on all project transactions.

Key Duties and Responsibilities
• Clearly define and align resource mobilization strategy with the mission and goals of the organization, emphasizing organization’s commitment to eradicating hunger, reducing food insecurity and promoting sustainable agricultural practices in Uganda.
• Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and Local Purchase Order (LPO) procedures to support on-track, on-time, and on-budget implementation.
• Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meetings.
• Ensure compliance with approved program project budgets and spending policies, and initiate improved policies and systems regarding spending guidelines, cost allocation, and annual planning
• Maintain a broad and deep understanding of relevant donor policies, regulations and procedures.
• Support program and finance staff in grant revisions, modifications, no-cost extensions, or budget realignments.
• Provide support to the Finance and Operations Manager and Project Managers in liaison or representation to donors, and tracking key donor correspondence.
• Support the development of consistent approach to country level resource mobilization to secure rapid, sustainable and predictable funding for the core positions and related activities.
• Liaise with HQ and the relevant Office to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature.
• Participate in donor coordination meetings; contribute to negotiations to rapidly conclude donor agreements, engage with the main donors in/to the country, in consultation with HRA team.
• Monitor trends, identify opportunities and risks as regards to country level resource mobilization and inform HRA team in a timely manner, suggesting where appropriate actions to be taken
• Maintain project calendars and milestones; manage and analyses information on project activities and monitor progress towards targets using Excel and other project management databases.
• Work closely with relevant HRA staff on the preparation of concept notes and project proposals including providing guidance on the recalibration of inputs, outputs; ensure that timely donor approval is requested for project amendments.
• Manage projects throughout the project life cycle; monitor implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements; work closely with procurement, logistic, HR and field coordinator staff to monitor the overall implementation of projects.
• Prepare regular internal risk and progress reports to inform the team of project progress and issues to be resolved.
• Support the preparation of donor reports and project evaluations, proposals, com munications and advocacy documents, including success stories, required for resource mobilization and strategic decision making.
• Prepare regular reports on expected results and resource mobilization activities in compliance with related documents.
• In coordination with the Communication Officer assist to effectively utilize the communication products to inform donors and other partners about HRA projects.
• Perform any other specific related duties, as required by the functional supervisor.
Expenses:
As a volunteer, no financial compensation or expenses will be provided. The volunteers will be responsible for their own travel, accommodation and other personal expenses incurred during the assignment. However, in case of field work activities to perform his/ her duties, he/she shall be supported with necessary expenses.
Minimum Qualifications
• Bachelor’s degree with at least 2 year’s relevant work experience in Business Administration, Finance, Accounting, financial Management, or in related field from an accredited/recognized institute.

Minimum Academic
Qualifications:
• A Bachelor’s degree in Business Administration, Qualitative Economics, Grants Management, Accounting and Finance or a related discipline.
Experience and Key Skills
• At least 2 years’ professional experience in resources and grant management or international development including NGO.
• Knowledge of grant processes including accounting and financial reporting.
• Proficient in the use of financial management software to include spreadsheets and databases, required.
• Ability to interpret complex grant funding requirements, submissions, and budget projections.
• Ability to interpret federal, state, and local government laws and regulations regarding grant administration.
• Ability to review the work of others to ensure conformance to standards.
• Ability to communicate effectively across a broad spectrum of staff, both orally and in writing required.
• Excellent report writing and proposal writing skills.
• Other Qualities/Attributes: Integrity, Emotional control, Confidentiality and Openness, Team player, Ability to work under mental and physical stress and Empathy.
