World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Position: SUPREME Deputy/Assistant Programme Manager – Programming
Report to: Consortium Manager

Purpose of the position:
The Deputy/Assistant Programme Manager – Programming will provide support to the SUPREME Programme Manager specifically around programming activities. The EU Trust Fund’s Security, Protection and Economic Empowerment (SUPREME), now in its 2nd year of implementation, is a 4-year Programme running in the West Nile sub-region of Uganda. The post will be based in the SUPREME project, Arua office with frequent travel to the target settlements, consortium partners and host communities in Terego, Madi Okollo, Obongi and Moyo, as well as regular travel to Kampala.
Key Outputs/Responsibilities.
Lead programme monitoring and tracking
- Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of programme outputs and quality
- Develop and improve systems that strengthen the Consortium’s ability to analyze, improve, and represent impact internally and externally and most of all to communities themselves.
- Tracking implementation progress and monitor the implementation progress of the programme to ensure that World Vision delivers the quality outcomes, outputs and services as formulated in the approved project proposal
- Timely delivery of implementation activities as per approved DIPs and work plans
- Provide advice on changes and improvements where needed.
- Work with the MEAL team in the consortium in preparing detailed annual project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.
- Work with MEAL Officers to ensure use and revision of already developed monitoring and tracking tools to improve the performance of all program activities, ensuring efficient and effective program implementation.
- Liaise with Consortium partners to monitor project implementation, document progress and provide feedback to improve program quality in a timely manner.
- Oversee risk management and compliance as per WV and donor guidelines are adhered to by all consortium partners.
- Develop a peer review mechanism to be utilized by the consortium as part of compliance and pre-audit activities in liaison with the Compliance Officer.
- Identify emerging good practices, themes or trends to build upon for greater impact that build to the consortium knowledge management.
- Participate in the Uganda Refugee Response Assessment Technical Working Group and ensure that Works is profiled accordingly.
Reporting and Accountability:
- Develop and continuously update the Consortium MEAL strategy and workplan and lead on implementation of the programme’s feedback and complaint mechanisms
- Ensure that the Consortium’s team members are supporting all efforts towards humanitarian accountability/Accountability to Affected Populations (AAP), specifically to beneficiaries and in line with the donor (EUTF SUPREME), Uganda Refugee Response frameworks such as FRRM and international standards
- Lead on the development and consolidation of quality and timely programme quarterly and annual reports (first point of quality control). This includes ensuring alignment with donor templates, ensuring that reporting accurately reflects the status of the project, challenges, and plans for successive periods.
- Ensuring reporting is delivered in a timely manner as agreed in reporting schedule.
- Review of monthly situation reports and leading on actioning recommendations e.g., passing programming actions down to partners and monitoring progress
- Ensure financial reporting is aligned to programmatic reporting. Leading on reviewing both reports and, identifying and flagging discrepancies with the Consortium Manager.
- Support Reporting and Accountability Officer in the tracking of Beneficiary feedback, actioning of beneficiary feedback, responses to beneficiaries and management of the referral mechanism.
Quality Management and Capacity Building
- Responsible for the tracking and development of base values, MEAL plans in pursuit of high impact and cost-effective program strategies and activities, in line with the SUPREME programme’s logframe
- Organise program review meetings and close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between the Consortium members
- Enforce the use of MEAL tools, materials for all the Consortium members.
- Provide timely and high-quality advice to the PMU and Consortium members as required on the program quality.
- Train and support sectors and field staff to improve the field monitoring or any other MEAL needs.
- Contribute to the development and introduction of innovation to ensure World Vision is continually incorporating best practice approaches in operations.
- Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.
- Provide leadership and technical support for all learning objectives, studies and assessments include engagements with consultants and dissemination of findings.
- Provide support to the Compliance Officer where needed to ensure that partner’s compliance issues that have been raised are addressed by each partner in a timely manner
Communication and Visibility
- Supporting and communicating with partners on ensuring implementation in a timely manner, and accurate tracking and reporting of implementation progress
- Regular liaison with the Finance and Compliance leads in the PMU to:
- Ensure programmatic spending is within the latest approved budget and the Costed DIP is being effectively monitored.
Gender, protection and disability inclusion
- Ensure gender protection and disability are main streamed across the consortium
- Ensure integration of child protection, gender and disability inclusion across the consortium.
- Liaise with WVU experts in this area to provide proficient advice gender protection and disability inclusion to component managers and officers.
- Will be the focal person in the consortium for issues of inclusion of deprived population groups among the refugees and host communities in an effort to ensure that interventions are sensitive to these dynamics on the ground in all the consortium interventions.
- Analyze and ensure the interventions are sensitive to issues of inclusion of disadvantaged population groups/people with special needs.
- Monitor and report on the project related gender issues in the area bi -weekly, monthly and quarterly reports.
Qualifications: Education/Knowledge/Technical Skills and Experience.
- Bachelor’s degree in social sciences or equivalent
- At least 3-year experience in managing complex projects, experience in consortiums is an added advantage
- Proven experience of developing, managing systems and tools to oversee complex programme portfolios across different sectors and locations as well as within the consortium
- Experience in humanitarian accountability Principles (HAP)_or Accountability for Affected populations (AAP)
- Excellent interpersonal, co-ordination and negotiation skills, and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Strong commitment to integrity, professionalism, creativity and innovation, learning, accountability, planning and organization, results orientation, teamwork and technological solutions.
- Proven skills in narrative and financial donor reporting in large complex projects
- Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
- Team player with excellent communication and strong participatory leadership skills
- Self-motivator, able to work with limited supervision;
- Excellent written and verbal English communication skills
- Proactive personality, self-driven and strongly motivated.
- Experience in integrating gender, protection and disability themes in livelihood or economic empowerment projects
- Candidates with M & E experience have added advantage
- Experience managing EU-funded projects/programmes and ensuring grant compliance requirements
- Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
