The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Overview of CHAI Uganda:
In 2007, CHAI signed an MOU with the Government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria and diarrhea treatment; introduce point-of-care diagnostic technologies leading to scale up nationwide; introduce a new severe malaria drug which has saved thousands of lives annually; and many other initiatives. Currently, CHAI Uganda works with the Ministry of Health to support government programs in HIV, Malaria, Childhood Illnesses, Laboratory Systems and Drug Logistics, Vaccines, Sexual, Reproductive, Maternal and Newborn Health and, most recently, Cancer.

Position Summary:
Reporting to the Program Manager, the Senior Associate, will provide program leadership support to deliver the ambitious program objectives. He/she will be responsible for providing technical and operational leadership for specific projects, overseeing execution and assuming responsibility for high quality delivery. This work will require close collaboration with the National Malaria control Division (NMCD) and its partners. S/he will also work closely with CHAI’s Global Malaria teams and interact with Malaria program colleagues across Africa, Asia and South America. We are seeking an individual with proven problem-solving skills, a practical detail-oriented approach, strong track record of project implementation and clear understanding of Global Fund (GF) processes.

Responsibilities
Program Implementation
• Lead internal Malaria program planning, implementation, monitoring and reporting progress to all key stakeholders.
Support with identification of strategic areas for expansion or redirection for impactful program delivery including identification and participation in proposal development for program fundraising opportunities as needed.
• Take responsibility for effective learnings documentation within the program.
Play a leadership role for program associates and officers, reporting progress and escalating issues to respective supervisor on a regular basis.
• Lead NSP and Global Fund technical assistance provision to National Malaria Control Division with respect to pre-application analytics, application writing, work planning and related work plan reviews and action tracking.
• Management

Provide leadership to a team of highly skilled, experienced and technical associates and program officers to optimally deliver national and subnational program activities.
• Promote effective upward and downward communication within the team in order to ensure well-coordinated activity execution.
• Maintain regular interaction with global malaria program teams, providing updates and insights from the Uganda programme, soliciting input and guidance on key issues and providing input to other country teams as needed.
• Relationship Management

Represent CHAI within the national Malaria landscape, developing and managing senior relationships with Ministry of Health, National Medical Stores, Pharmacy Division, and partners.
• Manage relationships with a network of other partners operating in the Malaria space in Uganda, providing technical input, proactively identifying opportunities and synergies with CHAI work.
• Lead writing of programmatic reports and related learnings’ sharing with National Malaria Control Divison and partners
• Working closely with the CHAI Global Malaria Team to enlist support, capture and disseminate emerging best practices and ensure alignment with global standards.
• Build and maintain emerging relevant program relations as may arise from time to time.
• Financial Management

Support with coordination and allocation of team resources and prioritization of team activities.
• Support program budget planning, budget tracking, and budget reporting.
• Support with preparation of financial and donor reports.
• Problem Solving

Assist in identifying sensitive issues.
• Develop presentable insights and recommendations with guidance.
• Analyze and draw conclusions from data.
• Present findings from analysis to key stakeholders
• Design approaches to collect data and improve processes.
• Lead in development of innovative approaches and tools as well as documentation and dissemination of best practices.

Qualifications
• Master's degree strongly preferred in a business administration, scientific or health related discipline; or bachelor’s degree minimum with exceptional experience.
• At least 5 years of working experience in the private or public sector, with increasing levels of responsibility and leadership
• Understanding of global health and development approaches
• Experience in the planning and execution of large-scale projects; including budgeting and activity planning.
• Exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and assured oral and written communication style.
• Excellent interpersonal skills
• Demonstrated experience in building relationships and influencing stakeholders.
• Demonstrated experience working in a multi-cultural environment.
• Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new ideas.
• High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications.
