Overview
The USAID/Uganda Biodiversity for Resilience Activity(B4R) provides technical assistance to communities, the government of Uganda, and the private sector, to conserve and manage biodiversity in target ecosystems for lasting environmental and economic sustainability and increased community and household resilience. The Activity works closely with key government agencies including the Uganda Wildlife Authority (UWA) and the National Forestry Authority (NFA) in five target landscapes of Kidepo, Murchison, Budongo, Lake Mburo areas, Kalinzu Central Forest Reserve and Kyambura Wildlife Reserve within Queen Elizabeth landscape.
Job Summary
Under the direct supervision of the Chief of Party (COP) the Senior Capacity Building Specialist will support the technical team to build the capacity of targeted local natural resources management organizations (Community-Based Organizations/CBOs). The Senior Capacity Building Specialist will lead all capacity building activities and be responsible for the achievement of the USAID/Uganda Biodiversity for Resilience (B4R) Activity’s capacity building indicator. The Senior Capacity Building Specialist will serve as the principal advisor to the Chief of Party on capacity building needs and approaches for the B4R targeted local natural resources management organizations.
Responsibilities
Essential duties
• Work closely with B4R targeted local natural resources management organizations (Community-Based Organizations/CBOs) in landscapes across Uganda to build their capacity according to the Capacity Development Action Plans (CDAPs) that have already been established, based on the initial Participatory Local Organizational Capacity Assessment (P- LOCA) tool.
• Work with other Activity technical leads to ensure coordination across objectives for CDAP implementation and organizational needs.
• Travel to targeted landscapes across Uganda frequently to provide direct support to the local organizations to implement their action plans.
• Identify, mobilize and supervise additional support for the local organizations to implement their action plans.
• Collect, analyze and report on data to measure the B4R Capacity Building indicator including but not limited to B4R’s PLOCA and CDAP governance and institutional assessment, and capacity development tool to the targeted institutions on an annual basis.
• Provide inputs for preparation of high-quality reports to USAID, including monthly, quarterly, and annual reports; annual work plans; and other technical and financial reports.

Qualifications
Minimum Required Education & Experience
• Master’s degree in natural resources management, environmental science, capacity building, business administration, or related field with a minimum of 6 years relevant working experience or Bachelor’s degree with 10 years working experience.
• Experience working with Community-Based Organizations/CBOs in Uganda and/or East Africa to build capacity;
• Experience with the implementation and monitoring of institutional capacity assessment
• Demonstrated skills and proven ability to develop, articulate, and implement Capacity.
• Development Action Plans (CDAPs) with rural communities;
• Proven ability to work under pressure, and with multiple concurrent demands;
• Excellent communication and interpersonal skills;
• Ability to travel and work frequently in rural areas and difficult terrain/conditions at times; and
• Proficiency in English is required.
