Position Title: SENIOR HEALTH SYSTEMS STRENGTHENING ADVISOR – 1 (based in Lira Office)

PROGRAM/DEPARTMENT SUMMARY:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Ten districts in Lango sub-region including Lira City, Lira District, Oyam, Kole, Apac, Kwania, Alebtong, Otuke, Amolatar and Dokolo. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and
TB services.

GENERAL POSITION SUMMARY:
The Senior Health Systems Strengthening Advisor will oversee the Health Systems Strengthening technical support provided to the Lango Subregion and District Local Governments. This position requires close coordination with the National, Regional and District Policy makers and program managers of other implementing Mechanisms. This position bearer will will report directly to the Project Director. The incumbent will work closely with the Project Director and assist in drafting strategic plans, preparing strategic documents, papers and Annual Work Plans, which are based on the overall project approved workplan.

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:
• The ideal applicant for the position should hold a Masters’ Degree in Public Health OR Equivalent from a recognized institution, 5 years of experience in managing a diverse team for a donor funded health project.
• A minimum of 8 years of progressively increasing responsibility working for a technical assistance health program.
• Experience working on health systems strengthening activities preferably for USAID funded Projects.
• Experience designing and implementing successful Health Systems Strengthening approaches with Government.
• Excellent interpersonal, team work, supervisory, communications and mentoring skills.
• Experience managing technical and non-technical staff
• Experience working with a variety of partners including but not limited to, Community Based Organizations, District Officials and others
