On behalf of our client FINANCIAL INTELLIGENCE AUTHORITY, we are looking for a competent, skilled, and experienced Senior Human Resource Officer to work in Uganda.

HUMAN RESOURCES REGISTRY AND SECURITY DEPARTMENT
TITLE
: SENIOR HUMAN RESOURCE OFFICER
SALARY SCALE : FIA5
REPORTS TO : MANAGER HUMAN RESOURCE.
SUPERVISES : HUMAN RESOURCE OFFICER

JOB PURPOSE
To provide technical support in the management of the human resource function in the Financial Intelligence Authority.

DUTIES AND RESPONSIBILITIES
1. Prepare submissions to the Supervisor, in respect of appointment, discipline, Study leave and confirmation;
2. Carry out staff performance appraisals for purposes of effecting rewards to deserving staff members;
3. Assist with the co-ordination of staff recruitment and selection process and induction of new staff;
4. Manage the welfare of the Authority;
5. Prepare departmental work plans, budgets and performance reports;
6. Identify Training needs and training staff for purposes of in line career development;
7. Interpret and advise staff on application of existing Human Resource rules, regulations, procedures and standing orders or on any other relevant issues;
8. Update personnel data in form of staff list, and other personnel tools such as leave roster, probationers’ register and schedule of staff on training;
9. Manage and harmonize the pay roll with the staff list and wage bill;
10. Provide guidance and counselling to staff.
11. Prepare and update Job descriptions and Person specifications;
12. Ensure the maintenance of an up-to-date HR Information management system and maintain all records in form of staff list, leave roster, probationers’ register and schedule of staff on training;
13. Monitor staff attendance in line with the HR manual approved guidelines;
14. Ensure the promotion of good employee relations and assist with grievance and conflict handling;
15. Undertake regular salary reviews;
16. Supervise staff and conduct staff appraisals; and
17. Comply with the Operational Procedures and Guidelines of the HR department.
18. Any other duties that may be assigned from time to time.

PERSON SPECIFICATIONS
Qualifications

1. Honours Degree in Human Resource Management or Social Sciences, Arts, Commerce, Business Administration or any other related degree with a bias in Human Resource Management
2. A Master’s degree in a related field is an added advantage.
3. CIPD certificate is an advantage.

Experience
1. Minimum 5 years relevant work experience in a HR Administrative role in the Human Resource Department in Government or reputable organization.

Competencies.
2. Knowledge and understanding of the Authority’s vision, mission and objectives;
3. Should possess values of the Authority which include; integrity, confidentiality, Accountability, professionalism.
4. Ability to analyse, interpret and explain Employment Laws;
5. Human Resource Management;
6. Good communication skills (verbal, written and presentation)
7. Ability to work independently and as part of a team;
8. Demonstrate sound work ethics and person with high integrity
9. Leadership skills;
10. Good decision maker and strategic thinker;
11. Any other duties that may be assigned from time to time.

Experience in Months: 60

Bachelor Degree
