JOB DETAILS:

The Rural Electrification Agency ( REA ) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding.

In order to strengthen its Human Resource Capacity to fulfill the above intention, REA is seeking to recruit Ugandan nationals suitably qualified to fill the following vacancy:

Post: Senior Internal Auditor-Technical
Reports to: Manager Audit, Risk & Compliance

Purpose: To plan and ensure that technical internal audit engagements are conducted, monitor and report on the progress of day-to-day technical internal audit assurance activities. He/she will analyze and evaluate the effectiveness of, and report on, the effectiveness of REA's technical operational controls and systems designs. Technical audit will be mainstreamed in other aspects of audits; i.e. operations, risk and compliance.

Key Responsibilities

• Participate in risk assessment as a basis of determining audit priorities, scope and objectives in technical areas.
  
• Perform audits and provide assurance on technical aspects of operations of REA operations that may include the following among others; (i) Reviews design of the rural electrification projects (ii) Procurement of materials, installation and commissioning of equipment. (iii) Technical Operating Standards, other applicable laws/regulations, and best practice. (iv) Technical audits of the service providers (SPs) “whenever need arises”. (v) Certificates, project change-orders/variations, their performance, and contractor's claims.
  
• Conduct internal audit investigations that are of technical nature as tasked by supervisor.
  
• Support other internal auditors in operations and compliance to execute their assignments when tasked.
  
• Issue audit queries, verify responses, and develop end- of-assignment audit reports for review by Supervisor.
  
• Follow up on the implementation of previous audit recommendations.
  
• Maintained a coordinated and well referenced audit filing system.
  
• Perform any other relevant duties that will be assigned from time to time.
  

Minimum Required Qualifications:
The candidate should possess the following minimum qualifications and experience:

• A good University Degree in Electrical Engineering.
  
• Membership of a professional body will be an added advantage (e.g ERB, MUIPE….Etc)
  
• An ability to gather, analyze and evaluate facts and prepare and present concise oral and written reports.
  
• Knowledge of power and powerline audits, procedures including planning, techniques, tests and sampling /T T methods. (Demonstrate good Knowledge in power line design, construction, commissioning and maintenance of the power line infrastructure)
  
• Required computer knowledge that facilitates general Auditing performance.
  
• Experience of not less than 8 years in the power sector with 5 years specifically in power line construction)
  
• A person of high integrity and can demonstrate objectivity and independence while conducting audit assignments.
  
• A Valid Driving Permit is essential.
