JOB DETAILS:
The Government of Uganda has received funding from the World Bank towards financing a six (6) year Uganda Climate Smart Agricultural Transformation Project (UCSATP). The Project is implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF).
The overall Project Development Objective is to ‘Increase productivity, market access and resilience of selected value chains in the project area (69 districts) and to respond promptly and effectively to an eligible crisis or emergency’. The project consists of five components: (a) Strengthening Climate Smart Agricultural Research, Seed, and Agro-Climatic Information Systems; (b) Promoting Adoption of Climate Smart Agriculture Technologies and Practices; (c) Market Development and Linkages to Selected Value Chains; (d) Contingency Emergency Response Component; and (e) Project Management, Coordination, and Implementation. The project is seeking to recruit qualified and suitable persons for the following key positions to support the project implementation.
TERMS OF REFERENCE FOR Senior Monitoring And Evaluation Officer
1. Objectives of the Assignment
The Senior M&E Officer will guide the overall strategy and implementation of the project’s M&E system and provide timely and relevant data information to project management and stakeholders at all levels. The M&E function will focus on monitoring and evaluation progress towards attainment of the PDO as defined in the UCSATP Project Appraisal Document (PAD). As part of the assignment, the Monitoring and Evaluation Officer is expected to assist PCU in strengthening its monitoring and evaluation systems and practices and generate evidence-based feedback for project planning and policy formulation.
2. Key Roles and Responsibilities
The Senior Monitoring and Evaluation Officer will be responsible for the overall planning, managing, coordinating, and reporting of M&E activities in UCSATP. S/he will be required to manage all aspects of M&E tasks in accordance with the project agreement and in line with acceptable practice. The Monitoring and Evaluation Officer will carry out the following duties:
a) Design and Manage the M&E system including Management Information System
• Lead and coordinate the design, development and implementation of the Result Based
Monitoring and Evaluation system
• Lead and coordinate the design, development and implementation of the Monitoring and Evaluation plan
• Provide technical support in implementing project monitoring and evaluation plan in the development of project output and outcome indicators and setting realistic targets.
b) Monitoring and Evaluation
• Lead, guide and coordinate the development of the costed Project Annual Workplan and budget.
• Carry out quarterly monitoring of progress on implementation of component work plans and prepare Quarterly, Semi-Annual and Annual Progress Reports and ensure generation of ongoing evidence and inputs for improving the programme interventions
• Participate in periodic review of the project performance indicators to ensure that they meet all indicator quality requirements.
• Work closely with the Finance Unit to ensure that project outputs and outcomes are closely linked with project financials to ensure value for money.
• Support the Knowledge management and Communication Officer to develop a Project communication strategy, geared towards Project implementers, the target group and stakeholders, and others, both within Uganda and outside.
• Planning and the execution of Baselines Studies, Impact and Outcome Studies and Project Completion Studies in line with the timelines of the project. Ensure that these facilitate management decision making and progress tracking for the project.
c) Data collection analysis and Reporting
• Identify all project relevant data, design data collection tools, collect and analyse data to track progress on attainment of project performance indicators and adherence to the approved work plans for prompt project management decisions
• Undertake specialized studies to guide policy in implementation of the project
• Develop project briefs, executive summaries, programme presentation briefs, programme snapshots for sharing with relevant stakeholders and the funders.
d) Learning and Accountability
• Lead the production of documentations, reviews and sharing of key results and learning along the intervention and project cycles.
• Build the capacity of staff in Monitoring and Accountability
• Regularly provide feedback to all the relevant stakeholders
• Undertake any tasks assigned by the Project Coordinator for the achievement of the overall project objectives.
3. Qualifications, Experience, Competences and key deliverables
a) Education
• A Master’s degree in Agriculture, Agricultural Economics, Agriculture and Applied Economics, Development Economics and Agri business and a Bachelor’s degree in the same fields from a recognized university. A postgraduate qualification in Monitoring and Evaluation is an added advantage.
b) Work Experience
• Minimum of at least 6 years’ experience of working in similar position or related position in the fields of Monitoring, Evaluation and Learning.
• At least 3 years’ experience working with externally funded projects in Government or international organizations. Minimum of 3 years in project formulation and evaluation.
c) Skills and Abilities
• Excellent research and data collection methodology skills
• Report writing, communication and presentation skills.
• Proven experience in planning processes, performance management, monitoring and evaluation of public sector programmes and/or projects, with a strong understanding of results-based management concepts.
• Demonstrated knowledge of and experience in monitoring and evaluating programs including indicator development, study design, and data analysis in multiple sectors and climate change
• Proven expertise in quantitative and qualitative methodologies, management information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectives.
• Experience in statistical analysis using SPSS, STATA, Kobocollect, Survey CTO Tableau, Power Bi, Excel or any relevant statistical package.
d) Core Competencies

e) Expected Deliverables
The Assignment will be carried out in accordance with the UCSATP Project Appraisal Document, Project Implementation Manual, Project Monitoring and Evaluation Manual. Assessment of performance will be undertaken in line with the UCSATP Results Monitoring and Evaluation Framework Outputs include:
• A functional Monitoring and Evaluation system developed and maintained throughout project implementation period.
• Monitoring and Evaluation Plan prepared and approved by senior management.
• Quarterly and Annual workplans developed and approved by management.
• M&E tools and results framework for tracking project level indicators developed and regularly updated.
• Quarterly, Bi-annual, and annual portfolio M&E progress reports including policy briefs produced and shared with relevant stakeholders.
• The overall framework, for the UCSATP project M&E, including the baseline, midterm project review, impact assessment, final evaluation, data collection systems and a database developed conducted.
• Compile and publish quantitative and qualitative Monitoring Reports for internal and external audiences. Monitoring and Evaluation system for the UCSATP Project.
• Capacity building of internal staff.
• Feedback reports to internal stakeholders or department.
4. Reporting Line
The Monitoring and Evaluation Officer will report to the National Project Coordinator with the supervision of the Deputy Project Coordinator.
5.Contract Duration
The Senior Monitoring and Evaluation Officer shall be appointed on a three (03) year contract subject to a six months’ probation period and renewable subject to satisfactory performance.
