General Background
Uganda's commitment to supporting refugees is evident through its adherence to international conventions and its progressive refugee policy. The country's legal framework not only allows refugees the freedom of movement but also the right to work, establish businesses, own property, and access national services. This approach aligns with Uganda's 2006 Refugees Act and the 2010 Refugees Regulations, providing a supportive environment for the refugee population.
The statistics as of 31 December 2023, indicate that Uganda hosts 1,577,502 refugees, predominantly from South Sudan (57%) and the Democratic Republic of Congo (DRC) (31%). Most (92%) of the refugees live in settlements while 8% live in Kampala. Secondary cities and other rural areas also host refugee households (HHs). Among the registered population women and girls make up 51 percent, while women and children together constitute 80% of the total refugee population. Children represent 56% of the total refugee population, with adolescents aged 12-17 comprising 18%. The youth population between the ages of 15-24 represents 24%, while the elderly population constitutes only 3% of the total refugee population. This diversity necessitates a range of support services and interventions tailored to the different needs of these groups.
In July 2023, UNHCR and IOM secured funding from the EU delegation in Uganda to implement the EU-INTPA intervention in Southwest Uganda. The program is fully funded under European Union's EUR 15 million Flexible Funding Mechanism program and aims at supporting initiatives by the Ugandan government to provide solutions for refugees and migrants and strengthen the alignment of humanitarian and development assistance for greater sustainability in refugee and migration responses. Over the next three years, these funding will notably contribute to strengthening policy, data, and evidence, as well as improving the integration of refugees into public services across sectors such as education, health, water, and sanitation, and the environment. The action will address both forced displacement and migration with a combination of direct support to the districts currently most affected by the recent refugee influx and the promotion of knowledge-based policy dialogue at national and sub-national levels and help foster harmonization among the various upcoming policies on refugees, migration, and the diaspora.
The construction work led by UNHCR will be carried out through Direct Implementation to reduce implementation costs and delays. The Monitoring and Learning process will be conducted throughout the project implementation period and include a minimum of one joint monitoring mission per year with the EU team.
The program will be supported by the Project Management Team (PMT) responsible for ensuring well-coordinated and smooth implementation of the project. The PMT will be led by the UNHCR project manager/coordinator assisted by IOM project manager.
Purpose and Scope of Assignment

The Kampala office is in need for a Senior Monitoring and Reporting Associate, dedicated to support and lead the on-going EU/INTPA and PROSPECTS project activities. These programs are a multi-sectoral multi-Partner project that covers UNHCR Southwest and West Operations. The Senior Monitoring and Reporting Associate will support the program coordination processes, lead the M&E interventions, and support the reporting processes, from data collection and data analyses to report drafting.
The Senior Monitoring and Reporting Associate will report directly to the EU/INTPA and PROSPECT Program Coordinator -UNHCR and the UNHCR Uganda Deputy Representative.
The incumbent will be required to
• Assist in the coordination and implementation processes during the rolling out of the EU-INTPA and PROSPECTS Programs in cooperation with relevant team members and departments.
• Lead the development and implementation of system for monitoring EU-INTPA and PROSPECTS Programs. The Senior Monitoring and Reporting Associate will lead the development of matrix and data collection tools that will focus on results (impact, outcomes, outputs) in cooperation with relevant teams.
• Lead the development and implementation of monitoring plans, ensuring consistency and coherence of UNHCR’s monitoring activities.
• Lead the collection of relevant monitoring data, including data from partners (primary, secondary, qualitative, quantitative data), and support the analysis of inputs (with close attention to disaggregation of gender, age and sex) in close collaboration with evaluation, data, and IM staff.
• Support the management of monitoring systems, including data entry, aggregation, reporting and sharing of data based on agreed protocols and standards.
• Lead the planning and conduction of monitoring activities in the field and support the planning of monitoring visits, logistics, the documentation of findings and the follow up to monitoring recommendations.
• Compile, review and analyse monitoring reports and data, ensuring quality assurance and compliance with established policies, guidelines, procedures, and standards. Generate monitoring and progress reports on a regular basis.
• Support the draft and finalisation of narrative Donor’s reports, including data spreadsheets, interim, annual and final reports.
• Follow up on any changes in the Implementation and monitoring plans, verify baselines, targets and indicators.
• Contribute actively to the development of Concept notes and external engagement notes and talking points.
• Perform other related duties as required.
• Support the team in the implementation of new programs awarded to UNHCR.
Monitoring and Progress Controls
• Support the coordination, implementation, monitoring, and reporting process for the EU/INTPA program. Through the European Union Flexible Funding Mechanism Program (+18 M EUR), UNHCR is supporting Uganda’s government in providing durable solutions for refugees and host communities and strengthen the alignment of humanitarian and development assistance.
• The Senior Monitoring and Reporting Associate will contribute to supporting the PROSPECT phase II program. Under the PROSPECT phase II (2024-2027), the UNHCR operation in Uganda received contributions from the Netherlands for a total of 10.7M USD.
Qualifications and Experience

• 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
Work Experience

• Strong professional experience on M&E with International Organizations or NGOs
• Strong professional experience in project management in development and humanitarian contexts.
• Professional experience with management of M&E processes in a humanitarian context;
• Strong professional experience in data collection, data analysis, indicators development, logframes development and report drafting.
• Experience working with refugees in displacement settings and coordinating, implementing programmes;
• Strong experience in humanitarian coordination and interacting with and building partnerships and synergies with Government, UN agencies, NGOs and civil society organizations.
• Prior Experience working on working with UN agencies on refugee related issues desired.
• Fluency in English with excellent drafting reports, budgeting and analytical skills is required.
• Prior experience with EU and Netherlands related programs is required.
