The Opportunity: Senior Programme Manager, M&E – Uganda
STIR is looking to hire a Senior Programme Manager to lead our M&E work in Uganda. As Senior Programme Manager, you’ll report to the Global Head, M&E and lead a team of M&E professionals to thereby drive our overall learning agenda in Uganda in line with our strategy.
STIR’s overall M&E priorities are to:
- Develop a genuine internal and external evidence-based learning approach to enable our programme team and government partners to learn rapidly and widely across education systems
- Conduct high-quality, rigorous rapid learning cycles using a mixed methods approach, leading to improvements in programme design and delivery
- Collaborate with external partners on a longitudinal study of STIR’s impact, validating findings from our monitoring data and supplementing this with rigorous process evaluations

Major Responsibilities
- Lead all M&E activities in-country in line with global strategy and ensure high-quality implementation of M&E activities through empowering and developing in-country teams
- Strategic oversight over M&E function in Uganda
- Empowering, supporting, and developing M&E team in Uganda to drive high-quality implementation of M&E priorities
- Collaborate closely with programme and design teams to ensure the realization of a rigorous learning approach among our internal team and among the system officials that we work with combined with high-quality rapid learning cycle evaluation
- Lead the design and implementation of a rigorous monitoring approach using technology and build evaluation capacity internally and externally
- Manage the design, implementation, and analysis of rapid learning cycle evaluations in Uganda
- Ensure learning from these studies are communicated effectively internally and externally
- Manage external evaluation partnerships to ensure optimization of learning through a rigorous longitudinal mixed-methods study
- Collaborate closely with external partners to assess STIR’s impact through a longitudinal evaluation
- Ensure learning from evaluation is shared effectively with a wide range of audiences
- Contribute to the development of an overall culture at STIR that is in line with our organisational values.

Required Skills & Experience
Competencies:
- Strong identification with STIR values
- Strong quantitative and qualitative evaluation skills
- Proficiency in using Stata/SPSS and other relevant education software
- Strategic, analytical and critical thinker
- Strong attention to detail and ability to see things through to a very high standard
- Dynamic self-started that demonstrates creativity and initiative
- Openness and creativity to explore bold new ways of learning
- Enjoys ambiguity and able to bring clarity where needed
- Strong interpersonal and relationship management skills
- Excellent self, project and time management
Experience:
- At least 5 years’ experience in monitoring and evaluation, at least 3 of which should be at management level
- Experience working in education strongly preferred, including field experience
- Post-graduate degree or higher (preferably with a focus on quantitative and qualitative evaluation)
- Proven experience striking the right balance between evaluation rigor and practical use of evidence to strengthen programme impact
- Experience managing impact evaluations in partnership with an external partner preferred
- Team management experience
