JOB DETAILS:
Scope of work
The Senior Monitoring and Evaluation (M&E) Specialist will be required to carry out
the following:
i. Develop and implement a robust monitoring and evaluation framework for
monitoring progress towards achievement of project targets, as captured
under the results framework for the EASP. The M&E framework shall
include, among others, monitoring and evaluation tools and methods, data
collection tools and data collection processes.
ii. Conduct a baseline survey on the key performance parameters of the
EASP;
iii. Develop a Monitoring and Evaluation plan for the project.
iv. Conduct a resource needs assessment for establishment and execution of
the M & E activities under the EASP.
v. Liaise with refugee stakeholders (OPM, UNHCR and INGOs) to ensure
appropriately collection, analysis and reporting on disaggregated project
monitoring and evaluation data for refugees and host community members.
vi. Actively participate in the validation and verification process to demonstrate
fulfilment of performance-based conditions at the project level, in
collaboration with the EASP Project Coordination Manager and Project
Managers at the MEMD-PIU and UECCC-PIU.
vii. Participate in execution of the EASP Implementation Optimization Plan;
viii. Schedule and conduct monitoring visits, baseline update surveys where
necessary, midterm, and end of project evaluations as well as routine
outcome monitoring initiatives.
ix. Document and share experiences, best practice, lessons learnt and revise
tools and procedures applied for possible replication by other projects in the
Country;
x. Support the project management decision-making processes by availing
evaluation findings, project results, and other relevant information acquired
from M&E activities.
xi. Prepare periodic consolidated M&E project reports;
xii. Strengthen the Planning, Budgeting and M&E functions in liaison with
Sectoral Planning and Policy Analysis Department (SPPAD) of the Ministry.
xiii. Contribute to enhancing the design and management of electrification
projects, and better assessment of their impact on social and economic
development in Uganda.
xiv. Carry out any other duties as assigned by the EASP Project Coordination
Manager provided these duties contribute to achieving the development
objectives of the EASP project.
1.4 Person Specifications
a) Qualifications
i. Bachelor’s Degree in
Engineering/Statistics/Economics/Mathematics/Finance from a
recognized University.
ii. Master’s Degree in Monitoring and Evaluation/Engineering/Energy
Systems/Statistics/ Economics/ Economic Policy and
Planning/Finance.
iii. Training in project management and/or monitoring and evaluation.
b) Experience
i. At least eight (8) years professional experience, with four (4) years
at senior level, in planning, budgeting, monitoring and evaluation of
the implementation of infrastructure projects, preferably in the
energy sector. He/she should have developed and implemented
monitoring and evaluation frameworks of similar nature.
ii. Specific experience in the planning, budgeting, monitoring and
evaluation of the implementation of large-scale projects related work
financed by Development Multilateral/Development Financial
Institutions such as the World Bank, ADB, AFD, KfW, China Exim
Bank or equivalent.
iii. Experience in planning, budgeting, monitoring & evaluation as well
as reporting frameworks of Government of Uganda will be an added
advantage.

1.5 Duration of the Assignment
The assignment shall be for a period of three (3) years, renewable subject to
satisfactory performance.
1.6 Reporting Obligations
The Senior Monitoring and Evaluation Specialist will report to the Project
Coordination Manager of the MEMD-PCU.
1.7 Duty Station
The Senior Monitoring and Evaluation Specialist shall be based in Kampala at the
offices of the Ministry of Energy and Mineral Development with occasional travel to the project implementation sites / areas for monitoring or as and when the need
arises
