Role Description

RTV seeks a dedicated Project Manager to oversee the implementation, evaluation, and reporting of specific high-impact projects within our programs. This role will focus on the effective management of projects – including but not limited to programs under third-party evaluation, pilot projects, and restricted-funded projects with specific performance management frameworks and learning objectives. The successful candidate will ensure these projects align with RTV’s program methodology, objectives, and frameworks, providing critical oversight, progress tracking, staff support, and insightful reporting.
The Special Projects Manager plays a vital role in the organization by leading priority projects within our program framework and taking on roles that are critical to the organization's success and growth. The incumbent will provide professional project management and analytical expertise supporting all phases of the assigned project, including the development, planning, execution, evaluation and motivating and supporting others to achieve goals and deliverables.
The Special Projects Manager works collaboratively and cross-functionally with the Senior
Leadership Team, Partnerships team, and the Programs teams in Uganda and North America.

Key Responsibilities
● Project Oversight: Applying a rigorous approach to project implementation and evaluation, leading progress tracking of program implementation across high-priority projects, and ensuring adherence to our program methodology, project objectives, timelines, and funding restrictions.
● Performance Management: Oversee program performance for assigned projects, identify potential risks promptly, and enforce necessary course corrections.
● Challenge Resolution: Proactively identify project challenges, escalate issues as needed, and develop and implement effective solutions to keep projects on track in collaboration and coordination with the Programs Leadership Team. Serve as a key liaison with the regional and district program implementation teams, ensuring strategies and implementation are effectively aligned.
● Program Collaboration: Liaise with Program Implementation teams to align project implementation across different locations, and collaborate with the Planning, Evaluation, and Learning (PEAL) team for data-informed insights and analytics for reporting. Also, working cross-functionally with the Implementation, Partnerships, and PEAL teams to integrate proposal commitments into project design and monitor and track them effectively.
● Project Documentation and Reporting: Ensure transparent communication of progress, challenges, and learnings throughout the project life cycle:
○ Maintain all project documentation, including project plans, status reports, and issue and risk logs.
○ Provide weekly reports on project progress and status to senior management.
○ Generate comprehensive reports and insights based on our key metrics based on project activity and check-in reports, evaluation data, and coordination with Program teams. For project reporting to funders, work closely with the Partnerships team in North America to provide timely and comprehensive information from various sources in alignment with the project’s performance management framework.
● Coordination and Stakeholder Engagement: Coordinate with project evaluators (internal and external), facilitating data collection and reporting and ensuring project compliance with evaluation protocols. Engage with cross-functional teams, community members, and partners, fostering collaborative relationships to support project success.
● Capacity-building: Lead capacity-building initiatives within the team, enhancing their competencies in rigorous implementation tracking and evaluation.
● Other: Other duties within the scope of this role may be assigned.

Required Skills and Expertise
● Advanced degree in International Development, Program Evaluation, Public Administration, or a related field.
● Minimum of 7 years’ experience in program management, with a specific focus on development, implementation, and evaluation.
● Comprehensive digital skills, particularly in Ms. Excel
● Demonstrated expertise in managing RCTs, restricted fund projects, and pilot initiatives within the development sector.
● Strong analytical skills with the ability to interpret complex data and translate findings into actionable strategies.
● Exceptional communication and stakeholder engagement abilities, with experience in reporting to internal and external stakeholders.
● Proficiency in project management software and evaluation methodologies.
● Demonstrated knowledge of M&E methodologies, tools, and best practices.
● Ability to work independently and collaboratively in a team environment across multiple departments in various time zones.
● Detail-oriented and well-organized to manage multiple tasks and deadlines effectively.
● Knowledge of donor reporting requirements and compliance standards.
● Demonstrated leadership abilities in supervisory and cross-functional collaboration settings.
● Willingness to frequently travel to field offices and last-mile partner villages.
