OVERVIEW

The Specialist on Public Investment in Children is responsible for identifying opportunities for investment in children and providing technical assistance, strategic guidance on governance programming, advisory services to Save the Children Uganda and where required to its partners on investment in children/ fair finance for children. S/he will support Save the Children Uganda in strategy implementation, offsite and onsite capacity and high-quality research. S/he is expected to lobby and advocate at the national and sub-national level for increased and improved public financial investment to support policy decisions and implementation of policies and plans for children and supporting program teams to advocate for investment into scale-up and sustainability of successful program models and approaches.

THE ROLE
Key areas of accountability include:
• Technical Leadership
• Ensuring Advocacy and Programme Quality (Design & Implementation)
• Networking and External Engagement
• Advocacy and Communications
• Child Participation

To be successful for this role you will bring/have the following:
• A minimum of Bachelor’s degree from a related discipline. Master and post graduate Diploma from a related discipline is an added advantage.
• Public Financial Management and a good understanding of public financial management performance’s impact on children’s lives.
• Analysis and research on fiscal policy and public financial management performance, specifically budgets/public expenditure.
• Designing and implementing a budget advocacy campaign, preferably with children or young people;
• Previous experience in working with civil society, public participation or audit institutions to keep government accountable, preferably with children and youth in a development context(s).
• Experience of work in child rights or human rights agendas in developing countries is highly desirable, preferably Uganda.
• Ability to think creatively, innovate, set priorities, manage a work plan, and evaluate progress with minimal supervision.
• Very strong written and verbal communication skills.
• Ability to work with others and maintain a strong internal and external network, drawing on others when needed; evidence of working in a complex, global organization on governance projects and/or advocacy and campaigning.
• Fluency in both written and spoken English. Knowledge of local languages in Uganda is an advantage.
• Excellent influencing and negotiation skills, including an ability to deal with people at all levels with credibility, tact, and diplomacy
• Willing and able to travel time to support field teams as security permits.
• Ability to produce high-quality advocacy products under tight deadlines.
• Willing to commit to Save the Children’s aims, values and principles.
