John Snow, Incorporated (JSI) is recruiting for several positions for their five-year USAID-funded U.S. President's Malaria Initiative Uganda Malaria Reduction Activity (PUMRA). PUMRA aims to improve the survival and well-being of Uganda's most vulnerable pregnant women and children in selected regions. The Activity will work with the Government of Uganda to improve technical, managerial, financial, and leadership capacity at all levels of the health system.

Job Summary
The Supply Chain Technical Advisor is a fulltime position based in Kampala. They will be responsible for overseeing and coordinating incountry supply chain strengthening activities to improve the availability of key commodities. They will provide technical guidance and assistance on logistics system design, logistics management information systems (LMIS), LMIS data management for malaria commodities. They will provide training, monitoring and supervision, forecasting and quantification, pipeline monitoring and procurement planning, and will report to the Senior Malaria Technical Advisor.

Responsibilities
• Strengthen commodity (pharmaceutical & laboratory) logistic management, information management and tracking at health facilities through Supervision Performance Assessment and Recognition Strategy (SPARS) implementation, and use of electronic systems such as DHIS-2 for web-based ordering systems Rx Solutions and open MRS;
• Support health facilities within each focus region to effectively implement the differentiated service delivery models for malaria infected clients in care by ensuring constant availability of commodities;
• Ensure the National Logistics Management Information systems (LMIS) is kept up to date at all health facilities within the PUMRA focus regions;
• Determine the training needs, including identification of potential medicine management supervisors and develop the modules for capacity building of health care workers involved in supply chain management within the focus regions;
• Support the revitalization of Medicines and Therapeutic Committees (MTCs) at hospital level health facilities;
• Coordinate the adherence to drug policies and regulations at supported facilities;
• Monitor attainment of supply chain management performance targets and appraise the systems from time to time;
• Develop and maintain databases for all relevant sites, commodities, lead times, reporting histories and supervision visits at all levels;
• Coordinate with the districts, health sub districts and other stakeholders to improve supply chain management in the focus regions
• Perform weekly malaria commodity stock status reviews to guide redistributions and avert stock outs among PUMRA Districts/ Health Units
• Oversee the pharmacovigilance surveillance systems at the supported facilities; Contribute to timely and accurate reporting by the project, and
• Carry out other tasks as assigned by the Senior Malaria Technical Advisor.

Qualifications
• Bachelor's degree or higher in public health, supply chain or related field;
• At least five years of experience working in supply chain management of malaria commodities in the public or private sector,
• Experience with MOH and other donor agencies;
• Experience in logistics/supply chain management and/or public health commodities, especially malaria and laboratory commodities;
• Solid understanding of the health system in Uganda;
• Experience in working with USAID-funded projects;
• Strong representational and interpersonal skills; Ability to prepare and deliver public presentations;
• Excellent written and verbal communication skills in English; and
• Excellent communication, consensus-building, leadership, and analytical skills.
