1. The Uganda Railways Corporation has received financing from the African Development Bank hereinafter called the Bank toward the cost of The EAST AFRICA COMMUNITY RAILWAY REHABILITATION SUPPORT PROJECT, KAMPALA-MALABA METER GAUGE RAILWAY LINE, and intends to apply part of the proceeds toward payments under the contract for Supply & commissioning of One Hundred (100) new Flat Wagons (with Collapsible Saddles or equivalent) and TRAINING of Maintenance personnel. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Uganda Railways Corporation now invites sealed Bids from eligible Bidders for Supply & commissioning of One Hundred (100) new Flat Wagons (with Collapsible Saddles or equivalent) and TRAINING of Maintenance personnel at URC NALUKOLONGO RAILWAY WORKSHOPS, Kampala, Uganda.
3. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework2 Procurement Policy for Bank funded operations 2015, and is open to all eligible bidders as defined in the Procurement Framework.
4. Interested eligible Bidders may obtain further information from Uganda Railways Corporation, and inspect the bidding document during office hours from 8.00 a.m. to 5.00 p.m. local time on Fridays.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of (UGX 1,343,000) Uganda Shillings Three Hundred Thousand or its equivalent in United States Dollars. The method of payment will be either cash, to our Cash Officer at Room No. 5, 1st FLOOR, URC Headquarters Building, Nasser Road, Kampala or directly to UGX or USD Account in CITI BANK UGANDA LTD, Account No. (This information shall be obtained from the office of Procurement and Disposal Unit). The soft copy of the bidding document will be sent to the prospective bidders on the official address provided by the bidder. The document will be delivered hard in the address in paragraph 4 above. Evidence of Payment will be sent to the Procurement and Disposal Unit at the address indicated in paragraph 4 above for issuance of the bidding document.
6. Bids must be delivered to the address in paragraph 9 below on or before 11:00 a.m. East African local time, on the 30th May 2025. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:30 a.m. East African local time, on 30th May 2025.
7. All Bids must be accompanied by a ‘Bid Security’ of UGX 1,343,000,000 (Uganda Shillings One Billion three hundred forty-three million) in the form of an unconditional bank guarantee.
8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract AWARD NOTICE, using the Beneficial Ownership Disclosure Form as included in the bidding document.
