TERMS OF REFERENCE FOR CONSULTANCY SERVICES TO CONDUCT A SCOPING AND BASELINE STUDY FOR YOUTH INCLUSIVE DAIRY MARKET SYSTEMS (YIDAMS) AT RIPPLE EFFECT UGANDA IN SOUTHWESTERN UGANDA

1. Background to Ripple Effect Uganda

Ripple Effect Uganda (the new name for Send a Cow Uganda) is a Ugandan registered development Non-Government Organization (NGO) that was founded in 1988. Ripple Effect Uganda delivers through three key components to create sustainable livelihoods: Sustainable agriculture; Enterprise Development, and Gender Social and Inclusion (GSI). Ripple Effect works with small holder farming households targeting rural women, refugees, youth, orphaned and vulnerable children, and people with disabilities to overcome poverty and malnutrition by increasing agricultural production and productivity, developing on and off-farm enterprises, increasing access to finance and non-finance development services, building resilience to climate change, natural resource management and addressing gender inequality.

2. Background to Youth Inclusive Dairy Market Systems.

Ripple Effect Uganda with funding from Mastercard Foundation plans to implement a five-years Youth Inclusive Dairy Market Systems Project effective 1st October 2022- to 28th Feb 2027. The project will be implemented in partnership with Ibanda University and AgriNet. The project will be implemented in 9 districts of southwestern Uganda (Kamwenge, Rubirizi, Mitooma, Bushenyi, Sheema, Ibanda, Mbarara, Isingiro and Ntungamo and 44 sub-counties. The implementing partner Ibanda University will support in youth skilling for the young people in diary value, AgriNet will develop and support implementation of the projects Management Information Systems (MIS). The project has fully recruited and deployed 77 staff at field offices located in all the nine districts.

The Youth Inclusive Dairy Market Systems goal is "Improved socio- economic wellbeing of young people in the diary value chain in Southwestern Uganda by 2027". The project anticipates to enable 63,400 young women, men, refugees, and persons with disabilities to access dignified and fulfilled work in the diary sector. The project targets 70% young women, 10% refugees, 5% persons with disabilities.

The Youth Inclusive Dairy Market Systems expected outcomes include:

i. Increased access to quality skilling and skills utilization in the dairy value chain by the young

ii. Increased growth of business enterprises for the young people in the dairy value chain

2.1 Purpose of the Assignment

Ripple Effect Uganda seeks to hire a competent and credible firm to undertake a scooping and baseline study.

3. General Objective of the exercise

To conduct a scooping and baseline study for the Youth Inclusive Dairy Market System to understand the current dairy market ecosystem and capture baseline indicator figures for the project.
