Project Access to Adult Education
Contract type Fixed term, with a possibility of a one-year renewal at a time
Duty Station Nakivale Refugee Settlement, Isingiro District
Reports to Project Manager
Purpose of the Role:
The Adult Education Team Leader provides technical support for quality project implementation, reporting, monitoring & evaluation. Position has 3 to 5 Adult Education Officers to supervise in two locations: Nakivale and Kyaka II Refugee Settlements. Position holder also coordinates field level office administration, HR and logistics issues and support staff.
KEY TASKS AND RESPONSIBILITIES
Project and Program Development
• Advice and work with Project Manager to develop project implementation and M&E plans.
• Ensure collaboration with other FRC projects at settlement level.
• Include environment and resilience approaches, gender, disability, HIV, community and beneficiary involvement into adult education courses, in project implementation and monitoring.
Technical Advice and Support on Project Implementation
• Provide technical support and advice to the field teams on planning, activity budgeting, implementation, monitoring and evaluation of adult education project activities.
• Provide technical knowhow and expertise on remedial education, transfer of literacy skills and developmental literacy as pre-requisite for adult education among field teams and volunteer business skill facilitators and literacy and language instructors.
• Explore techniques and approaches for adult learner support such as digital learning.
• Keep up to date on developments in adult education sector and ensure that learning is incorporated into field activities and shared with other staff.
• Review and contribute to development of training materials and topics.
• Conduct regular field visits to review and report on training progress and impact, especially in relation to efficiency and effectiveness and to determine future development.
• Provide feedback to field staff and management on key recommendations.
Monitoring, Evaluation and Reporting
• Ensure in cooperation with MEAL Specialist, that mechanisms are in place to measure and improve quality of the project, sharing best practises and transfer of technical skills to field staff.
• Ensure the documentation and dissemination of lessons learned from the project.
• Coordinate with MEAL Specialist the planning of and assist in needs and capacity assessments, baselines and impact / end line studies when necessary and relevant.
• Support active monitoring & evaluation amongst field staff, collect and analyse data gathered.
• Write, review and provide input on internal and external reports and other documents as needed.
Other duties
• Assess field staff performance, plan and implement in house training as necessary.
• Develop and implement other trainings as needed with staff and beneficiaries.
• Actively represent the FRC on agreed forums and networks at settlement and district level.
• Coordinate and provide guidance in procurement and support staff HR at field level.
Qualification and Competencies
• Bachelor’s degree in Adult Education with strong experience in participatory methods.
• At least 3-year experience at team leader level.
• Willingness to travel and live in rural project locations.
• Ability to work with minimal supervision and achieve results.
• Ability to use standard computing packages and basic M&E data
