Description:

FHI 360 seeks a Technical Advisors, Family Planning (FP) to provide technical assistance to the Government of Uganda (GoU) to improve the access to and use of quality maternal, newborn, Family Planning and child health services at community- and health facility-levels. USAID supports the GoU and the Ministry of Health to increase the survival and well-being of vulnerable populations and improve overall health system resilience. The Technical Advisors, FP will be based in these following regions.
Kabale, Kigezi
Mbarara, Ankole
Jinja, Busoga
Mbale, Bugisu
Moroto, Karamoja
Lira, Lango
Gulu, Acholi

They will be providing technical oversight and direction to regional and district-based teams across the country. This will require frequent travels to these regions and districts. The Technical Advisors, FP will assist the Technical Director in ensuring the overall success of the project and will be responsible for managing the technical direction and implementation of family planning-related facility and community-based programming, and contributing to related health systems strengthening activities.

Job Summary/Responsibilities:
The Technical Advisors, Family Planning will work closely with the program team, under the leadership of the Technical Director, Integrated Health Service Delivery to execute the following responsibilities:
• Lead the technical direction of the project related to implementation and scale up of evidence-based and high impact FP programming for facility and community-level interventions, based on local and global best practices.
• Provide strategic leadership on non-surgical FP policy and programming in ways that are sensitive and beneficial and in harmony with other FP projects and coordinating mechanisms.
• Contribute to program/project design, implementation, learning, and monitoring and evaluation through active collaboration with project teams and GoU structures at central, regional, district and facility levels.
• Oversee the selection of appropriate FP technical assistance to meet national, regional, district, facility and community needs.
• Provide guidance and technical support in alignment with GoU RMNCH policies and strategies, including USAID development priorities.
• Lead the development and refinement of FP capacity strengthening project inputs (trainings/mentoring/coaching, tools, guidelines, and standards) to support GoU interventions.
• Contribute to the learning agenda by identifying information gaps in FP that could be filled by secondary data analysis, literature reviewing, field testing of new approaches and collaborative learning events, and lead technical inputs on learning activities related to MNH.
• Build the non-surgical FP technical capacity of regional, district, and facility teams through technical updates, training, exchange visits, literature sharing, and mentorship.
• Actively engage in networks and forums to support GoU RMNCH priorities and promote involvement of multiple government sectors, donors, and the private sector in FP-related initiatives.
• Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.
• Lead development and implementation of FP-related quality improvement interventions and data use to improve facility- and community-based FP interventions.
• Lead development of strategies for FP commodity security capacity strengthening at regional and district level.
• Collaborate with other program advisors to develop and implement strategies to address individual and community-level barriers to use and uptake of high-impact FP interventions.

Qualifications:

• Master’s Degree in public health or health management. Clinical background with public health training is strongly preferred.
• At least eight (8) years of work experience in the Uganda health system, preferably at regional or district level.
• Deep knowledge of the landscape for FP programming in Uganda, including related key GoU and USAID priorities
• Excellent knowledge of Uganda planning and performance management system, district supervision and the country’s FP quality of care plan and roadmap.
• Excellent knowledge of Uganda district and community-level structures.
• Systems analysis skills applied to RMNCH services desired.
• Experience leading moderate to large size teams of health professionals.
• Experience working with a USG-funded health programs is desired.
• Demonstrated ability to create and maintain effective working relations with Ministry of Health and district officials, and other implementing partners.
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues related to FP, particularly regarding spousal consent issues and patient autonomy.
