We are currently seeking qualified candidates for the position of Technical Advisors II, SBC for an anticipated USAID-funded project in Uganda.

Description:
FHI 360 seeks Technical Advisors II, SBC to provide technical assistance (TA) to the Government of Uganda (GoU) and focus regions and districts to improve the access to and use of maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, facility-level water, sanitation and hygiene (WASH), and HIV/AIDS services at community- and health facility-levels. USAID supports the GoU and the Ministry of Health to increase the survival and well-being of vulnerable populations and improve overall health system resilience. The Technical Advisors II, SBC will be based in these regions:
Kabale, Kigezi
Mbarara, Ankole
Jinja, Busoga
Mbale, Bugisu
Moroto, Karamoja
Lira, Lango
Gulu, Acholi

Job Summary/Responsibilities:
The Technical Advisor II for SBC will work closely with the program team, under the leadership of the Technical Director to execute the following responsibilities:
• Provide overall technical leadership to the project to design, implement, and evaluate SBC strategies and ensure integration of SBC in program activities across the project at all levels.
• Oversee the design and implementation of evidence-based, SBC interventions that will lead to positive social and behavior change. Ensure SBC efforts are evidence-based, community-driven, and in line with provisions of the award. Lead design of related tools, media, and materials.
• Lead the design and implementation of participatory formative research to shape the project’s overall SBC approach.
• Contribute to the design and implementation of M&E activities, including any baseline, end-line, or other activities related to SBC and ensure SBC is integrated into project monitoring and evaluation (M&E) systems.
• Actively engage in networks and forums to support the GoU and a diverse set of partners related to SBC.
• Supervise and oversee the work of SBC advisors and specialists.
• Identify successful practices in the project that can be showcased in publications, communication materials, and conferences and support their development.
• Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.

Qualifications:
• An advanced degree (PhD or master’s degree) in a relevant social science discipline, such as International Communication, Social and Behavior Change Communication, Social Marketing, Public Health, Health Communication, Health Promotion, or Social Sciences, is strongly preferred.
• 12+ years of relevant experience leading the design, implementation, and evaluation of SBC activities in Uganda.
• Demonstrated understanding of a range of SBC approaches that address change in social norms and structures as well as individual behaviors, and that go beyond messaging to catalyze community action.
• Recognized technical expert in SBC in Uganda.
• Demonstrated understanding of the role of SBC in advancing community/facility linkages, driving demand for services, and creating a more enabling environment for change at multiple levels.
• Strong understanding of local cultural practices, social networks, and gender and age dynamics strongly preferred.
• Experience with international donor projects, experience with USAID preferred.
• Experience developing strategy and/or performance standards for projects/services in the SBC.
• International or Domestic (US) Program Development or Program management preferred.
• Demonstrated ability to think strategically and transmit his/her vision to partners and colleagues.
• Excellent written and verbal English communication skills, knowledge of local languages preferred.
• Strong intercultural supervisory and team building skills and experience.
• Ability to work independently with initiative to manage high volume workflow.
• Relevant computer software skills (including, at a minimum, the standard applications in Microsoft Office).
