Project Overview:
University Research Co., LLC (URC) is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services.

Roles and Responsibilities:
Job Purpose:

The Technical Advisor Child Health, Development and Survival is responsible for providing overall leadership, coordination, and management for the implementation of high-quality child health services and COVID vaccination across supported districts. S/he will provide technical oversight and capacity building for health workers in supported districts and health units to ensure the delivery of quality, relevant and evidence-based interventions. S/he will be responsible for leading the projects’ efforts to improve the health of children in the supported districts and COVID vaccination coverage. S/he will contribute to efforts in strengthening nutrition, diarrhea prevention and treatment, pneumonia treatment, and integrated case management.

Specific Responsibilities:
• Spearhead the development and implementation of the project child health and COVID vaccination strategies, work plans and health systems strengthening activities designed to improve quality of Child Health services and COVID vaccination coverage.
• Participate in the development, implementation, and monitoring of district work plans for Child Health interventions and COVID vaccination.
• Track key performance indicators and strategies to determine progress in achievement of targets and innovations across supported districts.
• Participate on behalf of the project in relevant district/regional/national coordination and technical meetings and conferences.
• Conduct targeted technical site visits to supported health units and districts to provide technical assistance, capacity building and mentorship of health workers.
• Work in collaboration with supported health units and districts to implement activities related to the community management of childhood illnesses, including improved water, hygiene and sanitation and infant and young child feeding to prevent diarrhea, the distribution and promotion of insecticide-treated bed nets, etc.
• Establish/strengthen collaboration/partnership with other key district stakeholders involved in provision of child Health and COVID vaccination services.
• Participate in operational research through development of abstracts, manuscripts and case reports and disseminate findings in journals and other fora in line with URC research guidelines.
• Support the project and district teams to design, implement, monitor, and document the results from improvement collaboratives and CQI for the different thematic areas through training, coaching and experiential learning exchange activities.
• Provide technical and administrative supervision of program staff to establish a competent and motivated technical team.
• Prepare periodic program reports, as may be required.

Required Experience and Qualifications
• MBChB and a master’s degree in Pediatrics and Child health, Public Health, or related field
• At least 5 years’ experience in implementing Pediatrics and child programs
• Proven skills in clinical care and supervision, planning and management
• Proven ability to conceptualize, innovate and execute ideas, as well as transfer knowledge and skills to front-line service providers.
• Excellent interpersonal skills
• Ability to express clearly and concisely ideas and concepts in written and oral form
