The AIDS Support Organization (TASO Uganda) , was founded to contribute to the process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. Main purpose of the job
The Technical Advisor Malaria will be the primary point of contact for the Sue recipients and service delivery points on Malaria issues. Reporting to the Project Coordinator, the Technical Advisor Malaria will closely work with the Finance Manager: Program Administrator, M&E Manager and M&E officers to ensure that all issues/concerns affecting the Grants Management Unit are addressed in a timely manner. He/she will take responsibility to ensure overall coordination of the implementation of the Grants and monitoring and evaluation of Malaria activities and provision of related technical support, training and capacity building to the Sub-recipients,

Key Outputs

• National medical guidelines, procedures and standards monitored for adherence by the Sub-recipients and service delivery points
• Capacity building of Sub-recipients done
•  Training Activities organized and coordinated
• Work plans and budgets from different Sub-recipients reviewed
•  technical support provided to Sub- recipients in planning, implementation monitoring and evaluation of programmatic activities
• Program services monitored and regular reports made available Plans and budgets drawn up for Programme services
•  Programme specific learning models obtained and tested
• Feedback shared and corrective action where necessary taken

PERSON SPECIFICATIONS: Technical Advisor- Malaria

QUALIFICATIONS AND EXPERIENCE

Minimum Academic Qualifications Bachelor of Medicine and Bachelor of Surgery (MBChB) and a Masters in Public Health.

Additional Training necessary

• Malaria Case Management especially ICCM
• Understanding of the core principles of Malaria response in the country.
• Trainer of Trainers (TOT) and Facilitation Skills
•  Training in HIV/AIDS Counseling

Minimum Experience and Exposure:

• The ideal candidate must be a Senior Medical Officer with at least 5years' experience in public health (HIV/AIDS, TB and Malaria) or related field in programme/project management, two of which should be in a supervisory position
• Experience working with Civil Society Organizations or Government health programs.
• Demonstrated experience in the design of M&E programs and data collection instruments.
•  Proven experience in preparation and analysis of work plans, complex programmatic and financial reports.

• Current national and International Health Statistics especially Malaria National and international Malaria declarations and commitments ~ National Malaria strategic frame works,including policies and procedures
• HlV/AlDS,TB and Malaria diagnostics and management

• Proven interpersonal, communication and negotiation skills
• Excellent analytical, financial management and evaluation skills
• Adaptability and flexibility in working in a complex/dynamic environment
•  Excellent planning and organizational skills.
• Proficiency in MS Office coupled with excellent writing skills
