Organization details
The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) in cooperation with the Ministry of Energy and Mineral Development (MEMD). PREEEP aims at improving the framework conditions for access to clean energy in rural and peri-urban areas. There are four key outputs: Policy, Market Development, Skills Development and Decentralisation.
Output 2 (Market Development) aims to improve the conditions necessary to strengthen the market for renewable energy (RE) and energy efficiency (EE) technologies. This is implemented through energy management trainings, energy assessments & business development trainings & awareness campaigns in conjunction with the private sector associations in RE/EE. Furthermore, rehabilitation of RE systems such as solar PV and biogas in institutions is planned under this output in West Nile, Lango, Acholi sub regions & Soroti district.

Knowledge, Skills & Competences
• Strong organizational, analytical, presentational skills and interpersonal skills.
• Good working knowledge of ICT technologies, related software and computer applications, particularly good skills in MS Office, including Excel, Word, PowerPoint, Teams databases.
• Excellent knowledge of written and spoken English language.
• Knowledge of local language(s) in Northern Uganda is an added advantage

Key Responsibilities
The Technical Advisor- Market Development;
• Will provide technical advisory services in the area of RE&EE in close coordination with Head of Market Development and Head of Project PREEEP institutions.

The Technical Advisor – Market Development performs the following tasks
Specific Tasks
• Developing concepts and strategies to stimulate market for renewable energy and energy efficient technologies in Small and Medium Energy Consuming Facilities (SMEs) and Social Institutions (SIs).
• Conducting energy surveys & rehabilitation of renewable energy (solar PV & biogas) systems in SIs.
• Closely work with SMEs and institutions to conduct energy assessments & support them in writing bankable renewable energy and energy efficiency projects.
• Providing technical input in energy efficiency planning for Eco industrial parks.
• Take responsibility for the research, preparation, execution, monitoring and documentation of renewable energy and energy efficiency activities.
• Contribute to the achievement of the indicators of the market development output.
Co-ordination and monitoring
• Ensure good communication flow with the partners, regarding planned activities in the programme component.
• Supervise short-term consultants and expert of the programme to fulfil their tasks during their assignment.
• Plan and conduct regular monitoring and evaluation of assigned market development activities.
Knowledge Management
• Assist in recording and reporting of results of all activities undertaken.
• Provide inputs to the database of the programme on activities of the component.
Other duties/additional tasks
• Familiarize him/ herself with GIZ-specific planning, implementation and reporting procedures and its changes.
• Support the organization and takes part in planning and review meetings of the GIZ energy programme, when called upon.
• Represent the interests of, and always acts on behalf of PREEEP
• Performs other duties and tasks of Management.

Qualifications
• Bachelor’s degree in Electrical Engineering, Biosystems Engineering, Mechanical Engineering, or related engineering field.
• A Master’s degree in Renewable Energy, Energy Engineering or related field is an added advantage.
• Certification in renewable energy and/or energy efficiency by international body is added advantage.

Details of experience
• At least five years of professional working experience of which at least three years should be in technical design, costing, supervising installations, maintenance and profitability analysis of solar PV systems and energy efficient measures in industries.
• Experience in energy management, conducting energy audits and writing/reviewing technical reports.
• Experience in coordinating consultants, suppliers, and stakeholder in a result -oriented manner
