Job Summary
BABIES AND MOTHERS ALIVE (BAMA) FOUNDATION seeks a Technical Director to provide technical leadership and project oversight for reproductive, maternal, newborn, early childhood, and adolescent health programs implemented by Babies and Mothers Alive Foundation in 9 districts and two cities. The Technical Director will provide technical assistance at the regional, district, and community levels. The project aims to strengthen district health systems to improve equitable health outcomes among all district residents working with the District Health Teams, health facility in-charges, frontline health workers, and community health workers. The work will strengthen health systems to provide quality, equitable public health and optimize available resources and sustainability efforts. BAMA Foundation’s work will address the poor quality of care in Maternal, Newborn, Child, and Adolescent Health. The other focus areas are improving service utilization in public health facilities and referral systems and weak community health response in nine districts, seven of which are in Greater Masaka and two in Rwenzori. The successful candidate will report to the Executive Director of the BAMA Foundation. S/He will work with the senior management team to oversee technical project implementation and ensure all interventions' technical and methodological soundness. In collaboration with the project team, the district local government, and partners, the Technical Director will support the design and implementation of service delivery strategies based on scientific evidence and aligned to Uganda’s vision 2040, NPD IV Strategic Direction and Sharpened Plan II.

Key duties and responsibilities
1. Develop and monitor the implementation of operational SOPs, an annual consolidated work plan, a procurement plan, a risk matrix, and a budget for the Clinical Department. Then, monitor the integration of BAMA ‘RMNCAH—N’ activities into the various district regional plans and budgets.
2. Lead in the development of ‘RMNCAH – N’ capacity building programs based on periodic site assessment or needs assessment, then conduct targeted data /CQI-oriented monitoring of BAMA HSS activities in supported districts to improve on service delivery
3. Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise, including but not limited to: (Maternal, newborn, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; and infection prevention and control (IPC) health services at regional, district, facility- and community-levels).
4. Develop and monitor the implementation of strategies for phasing in, conducting site assessments, reprogramming, and continuously periodic tracking of ‘RMNCAH – N’ interventions to strengthen linkage/referral systems and other HSS interventions, then make recommendations to the ED
5. Periodically evaluate the performance of BAMA F’ in comparison to other highly performing implementing partners (in Africa) involved ‘RMNCAH – N’ interventions, then develop action plans for improvements, including periodic technical report writing and feedback to key stakeholders
6. Develop strategies and procedures for monitoring the integration and implementation of gender-oriented and CQI procedures in the management of ‘RMNCAH – N interventions to improve service delivery in all BAMA F’ supported districts in line with National Priorities.
7. Develop and monitor the implementation of strategies to strengthen demand creation, community engagement, functional linkages, and referrals while utilizing the approved IEC materials job aids in line with related National RMNCAH—N program objectives.
8. Develop and monitor the implementation of RMNCAH—N 3-three-year ‘operation strategy’ based on holistic strategic thinking. Monitor its implementation through periodically developed quarterly consolidated monitoring plans and PMPs, then submit periodic consolidated reports regarding the department's performance to the ED.
9. Collaborate with the Monitoring and Evaluation (M&E) Manager and Technical Specialists to develop M&E frameworks, effectively track data/results, and present analytics within the organization to MoH and external stakeholders.
10. Monitor the compliance of the Clinical department staff with HR systems and policies and conduct supervisory HR support activities per the Human Resources Manual to maintain competent and motivated technical specialists or leaders.
11. Participate in RMNCAH—N-oriented research and write fundable grant proposals for program sustainability and growth, assessing scalability readiness for developing new partnerships and opportunities.
12. Establish and maintain strategic related partnerships
and collaborate with all local stakeholders and implementing partners, the Ministry of Health, and other international implementing partners to leverage resources, harmonize implementation plans, and share successes across the board.
Organization/Team based activities at the Top management level
Participate in Organization /Team-based activities such as joint planning, staff sourcing, document review and funds or assets management as guided by the ED and Board in line with the prevailing approved related policies.
Safeguarding
Monitor the clinical teams' compliance with safeguarding systems and policies, including safeguarding reporting procedures, in case any reportable incident occurs to register a safe working environment from harm, abuse, neglect, harassment, and exploitation.

Qualifications, Skills, and Experience
• A Medical Degree (doctor), Master of Public Health, or Master of Medicine (Obstetrics/Gynecology).
• At least 10 years of experience implementing and providing technical assistance in district health services, working with major donors and MoH.
• At least 10 years of experience in implementing and providing technical assistance to medium-sized donor-funded projects and in the design and implementation of health projects in Uganda in public facilities and local government institutions systems.

Preferred Qualifications
• Experience working in or with public health systems and health care providers.
• Demonstrated experience training clinical and community-based healthcare workers on [ Maternal, newborn, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC).
• Demonstrated experience providing capacity-building assistance at individual and organizational levels.
• Skilled in at least two technical areas: strengthening service delivery projects; performance and quality improvement health (MNH/FP/RH); IPC and nutrition.
• Demonstrated in-depth understanding of Uganda's healthcare system, particularly the public health system, and experience working with district local governments.
• Proven track record managing a project team composed of several technical experts and fostering teamwork.
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with MoH, district local governments, and representatives from other key stakeholders such as NGOs, CSOs, and the community.
• Expertise in research to practice—identifying and adapting best practices to specific project contexts and developing and reporting knowledge products.
• Excellent verbal, written, interpersonal, and presentation skills in English.
• Excellent report and grant writing skills.
• Ability to travel within the districts to project sites
• Ability to live and work within upcountry stations most of the time.
• Work Hours: 8 with the flexibility to work longer wherever required.
