JOB DETAILS:
MAIN PURPOSE OF JOB
The position holder will work with the Ministry of Health Department of Pharmaceuticals and Natural Medicines (DPNM), Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Ministry of Water and Environment (MWE), Ministry of Tourism, Wildlife and Antiquities (MTWA), under the National One Health Platform (NOHP), to support supply chain management for public health emergencies (PHE). He/she will support the monitoring and reporting of the national and sub-national PHE commodity stock status and building local capacity for the PHE supply chain using a one-health approach.

MAIN DUTIES AND RESPONSIBILITIES
Project Support (60%)
• Participate in the development of required SOPs, guidelines tools, training plans, and training materials for implementing a robust PHE supply chain
• Liaise with the regional level supply chain coordinators to ensure proper planning and coordination of the regional and district level supply chain for emergency response is well set.
• Participate in project work plan reviews as needed.

Technical Support (30%)
• Assist the Technical Advisor supply chain for PHE in activities leading to the establishment of a supply chain management system for public health emergency
• Participate in the process of identification of the most common diseases of public health emergency and the commodities (non-medical and medical) required to respond to such emergencies
• Participate in the drafting of training programs and activities for national, regional and district supply chain coordination teams
• Participate in training of the national and regional supply chain coordination teams
• Support logistics response to any arising PHE’s like Ebola Viral Disease etc
• Write reports and provide feedback to the TA supply chain in emergency for action or advise
• Perform other duties as may be assigned.

Stakeholder engagement (10%)
• Work with the Public Health Emergency Operations Center (PHEOC), Department of Pharmaceuticals and Natural Medicines and the regional coordinators to functionalize the regional prepositioning hubs, prepare the stockpile sites, ensure the sites are well organized to keep and maintain the stocks
• Engage with Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) to enable the establishment of a dedicated electronic supply chain system for public health emergencies in the animal health sector
• Support the assessment of the supply chain systems for public health emergencies at Ministry of Water and Environment (MWE)

QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
• Required: Degree in Health Sciences including Pharmacy, Laboratory Sciences, Human, Medicine, Veterinary medicine, supply chain, or related field.
• Master’s training in a related field is an added advantage.
• Training in One Health Approach desired.

REQUIRED MINIMUM EXPERIENCE
• Required: Minimum 3-5 years’ experience in the health supply chain management including quantification of health commodities
• Preferred: Experience in public health emergency supply chain preparedness and response programming

KNOWLEDGE AND SKILLS
• Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
• Familiarity with quantification packages and software e.g. Quantimed, pipeline, FAST tool, QAT etc.
• Work experience with medicines logistics/ inventory management information systems
• Working experience in Uganda with a comprehensive understanding of the Uganda public health system, and previous experience with USAID supported programs is an added advantage

COMPETENCIES
• Demonstrated interpersonal communication skills, team player, and good appreciation and dealing with team diversity.
• Demonstrated excellent English language skills (both written and oral) with the ability to make presentations and effectively write reports.
