Job Role

The Technical Purchasing Control Officer reports to the materials manager and is responsible for timely purchasing of all materials/ parts/ tools that have been requisitioned for both scheduled and unscheduled maintenance.

Duties and Responsibilities

a) Ensure quality and quantity of aircraft spares, tools and other equipment used for aircraft maintenance is adequate for the operation.

b) Deliver serviceable aircraft/materials/components to the operation on time, in a cost-effective manner and in compliance with legal and company requirements.

c) Process procurement of materials and services required for the maintenance operation and ensure only parts from approved sources are obtained.

d) Track all daily requisitions made to technical stores and ensure timely Request for quotations for all items that are not in stock.

e) Provide inputs to the procurement department in terms of parts, equipment and tools procurement by preparing required form fives, justifications and seeking necessary required approvals.

f) Prepare a weekly status report and submit to materials manager for all submitted procurement requirement.

g) Following up on Purchase orders submitted to suppliers and reconciliation of invoices and payments in a timely manner. The Technical purchasing Control Officer must ensure timely upload of payment request and approvals.

h) Weekly preparation of payment status reports per supplier and the report must be submitted to Materials manager for necessarily follow up.

i) Shipping and Logistics related tasks as well as and monitoring of customs clearing of shipments for parts/materials and tools.

j) Ensure availability of spares to meet aircraft demands, whilst minimizing costs by ordering all stock replenishment requirements on a weekly basis.

k) Prepare weekly reports on parts ordered against parts received. This is to help materials manager in closing any gap in the purchasing process.

l) Periodically review reorder levels and quantities for all spares, based on required Service Level, Forecast Demand and Lead Time; ensure timely replenishing of materials when the available quantity falls below reorder levels.

m) Supervise technical purchasing officers and provide a monthly report on their performance.

n) Monitor supplier performance and report periodically to Materials manager.

o) Timely management of AOG and MEL parts/materials/tools requirements to prevent flight disruptions.

p) Support Materials manager in materials planning functions to prevent out of stock out levels for parts/materials/tools required for maintenance.

q) Ensures accurate records are kept for all purchasing and logistics activities in compliance with all industry and Regulatory authority requirements.

r) Participate actively in supplier evaluation process to ensure regulatory compliance.

s) Participate in all audits (Regulatory and non-regulatory)

t) Any other duty as assigned by the supervisor.

Qualifications and Competences:

a) A Bachelors’ Degree in procurement, materials, logistics, stores management, supply chain.

b) Experience in Aviation procurement and or logistics management.

c) Knowledge of Technical Stores management and requirements.

d) Must be computer literate with knowledge and skills in computerized software and programs.

e) Conversant with the tendering and procurement process requirements.

f) Relevant Professional qualification is an added advantage.

Knowledge and Experience

a) 3 years’ Experience in general and aviation technical stores management.

b) 3 years’ Experience in technical aviation procurement and logistics management.

c) Knowledge of standard practices in international shipping and incoterms.

d) Knowledge of clearing and forwarding processes.

e) Knowledge of Dangerous goods and restricted articles will be an added advantage

f) Personal Qualities: Should possess personal qualities like honesty, integrity, pleasing personality etc.

g) Should be able to work in a multicultural environment.

h) Previous experience of supervision of at least 2 staff
