Location: Kampala - Uganda

Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are seeking a motivated, detail-oriented and highly capable Program Accountant to support our Uganda Program. The Program Accountant is responsible for all general accounting functions and administrative support for the Uganda program. The Program Accountant ensures Bridges to Prosperity is correctly complying with all local tax and labor codes. The Program Accountant reports directly to the Uganda Country Director but will regularly liaise with and provide reports to the Bridges to Prosperity HQ in Denver, Colorado, USA.

Knowledge, Skills & Competences
• Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel)
• Excellent written and verbal communication skills in English Preferred/Desired Profile:

Physical requirements
• The position requires the ability to climb stairs and easily travel around Kampala.
• The position may require standing for extended periods of time and performing repetitive tasks.
Responsibilities
Financial Management
• Update and implement financial policies and procedures
• Ensure compliance with local financial and labor codes and laws
• Advise and assist in establishing and improving internal control systems
• Coordinate with local accounting firm for tax return filings, URA applications, and audit services
• Support auditing process with documentation and inquiries
• Support budgeting process with drafts and advising
• File annual returns with NGO Bureau, URSB, FIA, etc
• Prepare invoices and manage collections of government reimbursements
• Manage local private health insurance premium payments and deductions
• Manage local insurance policies and renewals with HQ review and approval
Accounting
• Prepare monthly salary payroll and payslip
• File monthly statutory deductions including PAYE, withholding taxes and NSSF deductions
• Manage all petty cash disbursements and reconciliations with staff on weekly, semimonthly, or monthly basis
• Manage bank account balances and prepare funds requests
• Make online payments to suppliers
• Prepare and oversee submission of monthly program finances to HQ Job Description Uganda Program Accountant
Administration
• Perform administrative tasks, including (but not limited to): filing, photocopying, and scanning
• Assist in planning and organization of events: meetings, social events, and employee team building activities or special projects
• Manage the booking of Bridges to Prosperity resources, including meeting rooms and equipment
• Oversee and receive mail deliveries, packages, and couriers
• Purchase and track office supplies
• Purchase and manage the distribution and tracking of employee resources, including: business cards, motorcycle helmets, personal protective equipment, branded merchandise, ID cards, etc
• Organize receipts and documentation for reporting purposes
• Provide administrative assistance to the Uganda Country Director as required
• Deliver communications to partners and obtain a received copy
• Organize and manage paper and online file databases
• Assist with relevant organizational registration renewal processes
Talent Management
• Manage new staff mandatory tax and benefits set up
• Work with human resources staff to ensure alignment of financial and human resource policies including preparing employee contracts for new hires, statutory data collection and handbook acknowledgements. Ensure all documents are appropriately authorized and signed.
• Oversee and manage health insurance benefit
• Oversee and manage tracking of staff PTO
• Oversee and manage filing of human resources documentation
Qualifications
• Bachelor’s degree in finance or accounting
• Fully or partially qualified ACCA/CPA preferred
Details of experience
• At least 5 years of prior experience (preferably with an NGO)
Work Hours: 8
Experience in Months: 60
Level of Education: Bachelor Degree
