JOB DETAILS:
Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Arts; or Social Sciences; or Development Studies; or Social Work and Social Administration; or Management Science; or Law; or Commerce (Management option); or Business Administration (Management option) or a related field plus a Masters Degree in Public Administration; or Public Sector Management; or Business Administration; or Management Studies; or a related field from a recognized University/Institution. Applicants should possess an Administrative Officer’s Law Course Certificate plus a Post Graduate Diploma in Public Administration; or Management; or Development Administration; or a related field from a recognized awarding Institution.

Working Experience
Applicants should have a minimum of twelve (12) years relevant working experience at a Managerial Level, three (3) of which should have been served at the level of Principal Assistant Secretary in Government or equivalent level of working experience from a reputable Organization.

Duties
The incumbent will be responsible to the Permanent Secretary for performing the following duties:-
• Preparing Budget Estimates;
• Monitoring the utilization of released funds;
• Ensuring availability, distribution and effective utilization of logistics;
• Developing, Mentoring and motivating subordinates;
• Managing physical assets;
• Overseeing issues relating to staff welfare;
• Managing of sectoral and national functions;
• Directing, controlling and coordinating administrative matters;
• Reviewing and verifying Cabinet Memoranda;
• Developing Departmental Performance Indicators, Monitoring and Evaluating performance;
• Benchmarking best practices and designing interventions to improve service delivery;
• Any other duties as may be assigned from time to time.
