Muteesa I Royal University (MRC) is a private University that was accredited by the National Council for Higher Education (UNCHE) in 2007. its Main Campus is situated in Kirumba Masaka, with other campuses in Mubende and Mengo Kakeeka. The mission of the MRU is to provide an effective and efficient setting for the development of intellectually dynamic individuals, principled and resource l professionals and practitioners. MRU is seeking to recruit highly motivated, innovative and committed candidates to fill the positions highlighted below:

University Bursar
Reports to: Deputy Vice Chancellor Finance and Administration Role definition: To develop and implement strategies, policies and procedures for monitoring the equitable allocation and management of the University’s financial resources and strategies for financial resource mobilisation to grow the University’s capital projects in line with MRU financial management regulations and strategic plan

Key Result Area/Responsibilities

• Design the annual planning and budgeting framework, communicate the annual budget guidelines and monitor the University/s annual budgeting process and implementation according the approved finance and accounting policies and procedures
• Developing and implement finance management polices, procedures and control systems manuals to monitor University revenues, expenditures and banked moneys in accordance with financial regulations
• Verifying and approving monthly reconciliation of payments in line with budget and the financial and accounting policies of the University Arbitrating when there are inadequate financial resources in the various units/departments and resolving conflicts relating to implementation of budget guidelines;
• Spearheading the development that reflect the operations of the University in tine with MRU strategic objectives;
  Preparing and submitting financial reports and accountabilities the management ream and to the University council including monitoring the reviewing of financial reports, written by heads of departments and other vote controllers in accordance with the financial regulations manual.
• Preparing and submitting statutory reports to relevant external authorities and monitoring investment and development plans for the University according to the University policy initiate and develop resource mobilisation and investment plans and budgets, as well as resource mobilisation and investment policies and procedures in line with planned goals
• Spearhead the review of the Accounting information System

Qualifications and Experience:

• Holds a Bachelors Degree in Accounting and/or Finance or related field.
• Should be a certified accountant with professional qualification of ACCNCPA
• A Masters degree in Accounting and/or finance is an added advantage.
• Five (5) years relevant experience in professional Finance and Accounting.
• Should have a qualification and demonstrable qualification in Ugandan taxation
• Should have demonstrable financial planning and forecasting skills.
• Experience in handling financial information systems required.
• Team management competencies.
• Risk management skills (financially oriented).
