Ankole Western University (AWU) is a private Christian institution founded by the Anglican Diocese of West Ankole, Church of Uganda and licensed by the National Council for Higher Education.

Location: AWU is located in the South Western Region of Uganda, Sheema Municipality, 32 km a long Mbarara - Kasese Road Position: University Secretary AWU is looking for a highly self-motivated, innovative, committed person with a high level of Christian maturity to fill the position of UNIVERSITY SECRETARY, which is a senior management position within the university’s management structure. Job Purpose: To provide visionary leadership in the Financial and administrative affairs of the university as they relate to staff and students welfare in compliance with the law, university governance manual, regulations and strategic plan.
Key Duties and Responsibilities
- Is answerable to the Vice Chancellor (VC)
- Coordinates and facilitates the activities of the University Council and its various boards to ensure effective and efficient operation of the University
- Provides secretariat to the University Council and its Boards, the contracts committee and implements its policies/decisions within the law and attends all management and governance meetings.
- Responsible to the entire University community for the provision of timely, accurate and objective information, advice, interpretation and application of policy
- Responsible for overall strategic planning and budgeting and presentation of the budget proposals and financial health of the University to the Board of Finance and Council in Consultation with the VC
- Supervises all administrative staff including non-academic heads of departments
- Is signatory to all University Accounts
- Ensures effective and efficient financial accountability, transparency and auditing
- Responsible for the internal management functions of the University, such as planning, hiring and discipline, procurement, setting of objectives and priorities, evaluation performance and the implementation of the strategic plan
- Is responsible for the formulation and publication of the University governance and policy documents
- Is the custodian of all the University’s assets, official records, documents, Seal and instruments of identity
- Should be self-motivated, requiring minimal supervision and ready to work beyond normal hours including weekends
- Any other duties as may be assigned from time to time by relevant Authority
Personal Specifications, Qualifications and Working Experience
- Should hold at least a Masters degree in any of the following disciplines: Educational planning, Policy and Administration or, Business Administration or, Public Administration, or Development Administration. A PhD or a qualification in Accounting/Finance, Administrative law, Public policy, and project writing, may be an added advantage.
- Should have worked in a similar/related position in a reputable academic or other related organization or headed a tertiary institution for not less than 5 years
- Should possess excellent writing and verbal communication and public speaking skills
- Should be a team player with analytical abilities and problem – solving skills
- An entrepreneurial and innovative mindset with outstanding organizational and leadership skills
- Should be a practicing, committed and communicant Christian of the Church of Uganda or a Church in fellowship with the Church of Uganda
- Should have extensive computer skills and a valid driving license
- Should be a person of high integrity
Terms
Contract: 4 years renewable upon satisfactory performance

Key Duties and Responsibilities
- Reports to the Vice Chancellor (VC) through the University Secretary (US)
- Initiates the budgeting process in collaboration with the Deans and Heads of Departments
- Ensures an effective, efficient and transparent Accounting system as required by law and University regulations
- Ensures safe custody of all University financial records and documents and is in charge of stores
- Technically advises the VC and US on generation and optimal use of University resources
- Initiates and enforces strict adherence to internal financial controls
- Supervises and develops staff of the Accounts and Procurement departments
- Liaises with banks and other financial institutions/organizations for University development opportunities in consultation with the VC and US
- Prepares and presents regular financial statements and statements of accounts to the VC as required by University financial management and Accounting manuals
- Maintains an up-to-date pay roll and remittance of statutory and other deductions in consultation with the Human Resource Manager
- Ensures 100% tuition fees and other revenue collections and receipt in consultation with the Academic Registrar, US, Deans of Faculties and Heads of Departments as well as ensuring that all University monies are banked before use
- Ensures timely Auditing of University Accounts
- Any other duties assigned to him/her by the University authority
Personal specifications, Qualifications and Working experience
- Should hold a Masters degree in Business Administration (Accounting) or Finance and Accounting; a Bachelors degree in Business Administration (Accounting) or Finance and Accounting. A CPA or ACCA will be an added advantage
- Should have a minimum of 5 years’ experience in financial management two of which should be in a reputable organization
- Should be a practicing, committed and communicant Christian of the Church of Uganda or a Church in fellowship with the Church of Uganda
- Should have extensive and practical knowledge of the accounting packages e.g. Quick books
- Should have extensive computer and team work skills
- Should be self-motivated, requiring minimal supervision and ready to work beyond normal hours including weekends
- Should be a person of high level integrity
