Partnerships Specialist
The Partnerships Specialist is a position within the Programme Development and Quality team. The Partnerships Advisor will use their in-depth contextual understanding and technical expertise to deliver Save the Children’s Partnership and Localization Strategy. They will develop, review and strengthen our partnerships with civil society organisations, the private sector, research institutions and the Government of Uganda.
The role will work closely with colleagues across the country office, supporting technical and operational colleagues to broker and build new partnerships, support existing partnerships and lead strategic engagement with partners.
The Partnership Advisor must have excellent written and verbal communication skills, strong coordination skills and the ability to represent Save the Children internally and externally. This role is responsible for monitoring trends that affect civil society in Uganda and includes a focus on external representation on priority issues including on civil society strengthening, civic space, responsible partnering and localization.

Experience And Skills
Essential

• Master's Degree in social sciences, development, organizational leadership, international relations, or relevant field. Extensive and substantive relevant practical experience may be considered in lieu of a Master's Degree.
• At least 5 years’ experience in the design and implementation of humanitarian and/or development programmes, with at least 2 years’ experience in partnership based programming or community based programming
• Track record of engaging civil society networks, NGOs and government agencies in Uganda
• Familiar with partnership principles, participatory approaches, organizational capacity development methodologies and the localization agenda
• Demonstrated experience in developing and leveraging partnerships for strategic achievement of organizational goals and mutually beneficial relationships
• Experience in organizational capacity development and significant training, facilitation and capacity building skills
• Demonstrated program design, monitoring and evaluation skills, including co-design with partners
• Experience of strategy development, planning and implementation
• Excellent conceptual and theoretical understanding of the rights-based approach and civil society, as well as human rights and/or children’s rights.
• Ability to critically analyse data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children, partnerships and civil society strengthening
• Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
• Skilled at networking and representation in order to promote learning, strengthen civil society and mobilise and coordinate resources
• Experience of supporting humanitarian preparedness, response and recovery
• Fluent in English and high level of English writing skills.


Procurement Manager
The Procurement Manager is responsible for managing the Procurement of programmatic and non-programmatic goods and services. S/he:
• Ensures that all of our goods and services are procured in accordance with the timescales set and agreed with programme staff and SCI’s systems, policies and procedures, to support our programmes to deliver outstanding results for children
• Ensures that “value for money” is achieved through competitive and transparent Procurement processes.
• Provides technical and strategic support to our national/ area/ field offices to increase Procurement capacity and to achieve the operational goals of the Country Supply Chain team.
• Manages and provides technical supervision in the use of Pro Save and related Enterprise Resource Planning Systems.

To be a strong supporter and advocate for children in this role you will need to have:
• Preferred MA/MSc/BA/BSc/BEng/MEng in management; Supply Chain, Logistics, Procurement, Engineering or related fields and/ or Advanced Chartered Institute of Purchasing & Supply (MCIPS) or equivalent certification.
• Proven and significant experience in Procurement and contract management, including an ability to review Procurement demands and trends, and to develop Procurement strategies.
• Minimum of 5 -7 years of relevant experience working in logistics or Procurement as a Manager or Senior Coordinator, with in depth experience vis-à-vis the entire Procurement lifecycle.
• Sector experience in NGO/UN system is preferred but strong commercial sector candidate with a demonstrable interest and passion of the NGO sector will be considered.
• Experience with Strategic Sourcing, developing Category Strategies and running complex tenders.
• Strong experience in some of our key programmatic categories (Supply Chain, Construction, Humanitarian Goods, Education Supplies, Medicines) or indirect categories (External Workers/Consultancy, IT, Property etc.).
• Willingness to undertake field travel as required and work in difficult environments according to travel environments
• Excellent oral and written communication skills; Fluency in spoken and written English


Field Supply Chain Manager - Western Region 
Under the direct supervision of the Regional Area Manager, the Field Supply Chain Manager will oversee procurement, warehousing, fleet and management in their respective regions. As an integral member of the Area Management Team, the Field Supply Chain Manager will provide day to day Supply Chain support to the programme by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of logistical activities.

• Must have strong reporting and communication skills and excellent computer skills in MS Word & Excel.
• Experience in procurement, fleet management including vehicles maintenance, servicing & repairs
• Experience in use of Enterprise Resource Management Systems (E- Procurement, Inventory management and Fleet management systems).
• Knowledge & experience of dealing with service providers and contractors.
• Ability to work under pressure to deadlines.
• Ability to work independently on his or her own initiative
• Strong team skills
