JOB DETAILS:
The Government of Uganda (GoU) has received a loan from the International Fund for Agricultural Development (IFAD) and the OPEC Fund for International Development (OFID) towards financing a ten-year National Oil Seeds Project (NOSP).
The Project is being implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF) as the Lead Project Agency, in partnership with the Ministry of Local Government(MoLG) other agencies, the private sector and farmer Organizations. The Project will be implemented in six area-based hubs: West Nile, Gulu, Lira, Karamoja, East and Mid-Western Uganda.
The project goal of the NOSP is: 'inclusive rural transformation through sustainable development of the oilseeds sector, while the Programme Development Objective is to 'to accelerate commercialization in key oilseeds value chains and thereby improve the livelihoods and resilience of the smallholders engaged in oilseed production and marketing
According to the Financing Agreement with IFAD, MAAIF is expected to set up a Project Coordination Unit (PCU) for the day-to-day management and implementation of the NOSP.
Applications are therefore, invited from suitably qualified and experienced Ugandans to apply for the following positions existing in the National Oil Seeds Project Coordination Unit
Post: Value Chain Team Leader (01)
Reports to: Project Manager
Duty Station: Lira
Contract Duration: Two-year contract renewable based on satisfactory performance against agreed targets and deliverables.
Scope of work:
Reporting to the Project Manager, the Value Chain Team Leader will lead the development of the project's target oilseeds value chains, primarily Sunflower, Soya beans, Sesame and Groundnuts with the overall objective of accelerating the growth of competitive clusters and value chains and pro-actively develop opportunities for further private sector investments in oilseed-related by-products. To achieve this objective, the project will adopt a facilitation approach, provide direct technical assistance, and provide assistance to the Project's financing which will selectively fund innovative sub-projects in the edible oils value chains
Main responsibilities
• Provide technical leadership for all project activities related development of primary supply chains through an inclusive cluster development approach in each of the hubs
• Review the initial value chain selection in order to validate the initial analysis or provide justification for the recommendation of new value chains and/or technical approach
• Identify and facilitate access to technical assistance that would support the upgrading of the selected value chains, including for example undertaking research and demonstration activities and supporting the provision of public goods and infrastructure
• Responsible for coordinating the planning, implementation and monitoring of district-level activities related to cluster development in project target districts
• Contribute to project performance on raising smallholder incomes, by including poor and near-poor farmers in the NOSP activities.
• Develop a relevant corporate approach into which both the inclusion and market aspects of the Project are integrated.
• Supervise a team of 5 Agribusiness Officers based in the project hubs
Minimum Academic Qualifications
Applicants should be Ugandans holding an Honours Bachelor's Degree in Business Administration, Agribusiness Management/ Development, Marketing or related field plus a minimum of a Post Graduate Diploma in any of the above fields from a recognized University/ Institution.
Working Experience
• At least 07 years work experience in both developmental and private sectors, with emphasis on the oilseeds sector, of which at least four years of experience in promotion of Value chain and private sector development with demonstrable evidence of the results achieved.
• Knowledge and experience in building capacity of stakeholders and in the facilitation of multi-stakeholder consultation processes.
• Experiences that demonstrate creativeness, innovativeness and entrepreneurial skills;
• Possesses high-quality attributes on leadership, facilitation and coaching.
• Excellent spoken and written English.
• Proven skills in staff and budget management, networking, and external communication.
• Good interpersonal skills and capacity to work effectively as part of a team.
