Muni University (MU) is the 6th Public University in Uganda. It was established by the Parliament of Uganda through Statutory Instrument No. 31 of 9th July 2013, in accordance with The Universities and Other Tertiary Institutions Act (2001) as amended.
The University is located on Muni Hill in Arua City, about 3 kms from the City Center. it is strategically located in a sub-region that is bordered by Democratic Republic of Congo on the West and South Sudan in the North. This positions the University uniquely in the sense that its programmes and activities stretch to both Democratic Republic of Congo and South Sudan.
Muni University is a unique institution which has adopted a blended learning approach to education focusing mainly on Entrepreneurial Technoscience with emphasis on ICT, Health, Science, Education, Climate-Smart Agriculture (water, food security, and land use), energy and engineering.
The University currently offers undergraduate and post graduate programmes in the Faculty of Health Sciences, Faculty of Techno-Science, Faculty of Agriculture and Environmental Sciences, Faculty of Education, Faculty of Science, and Faculty of Management Sciences.

Job Title: VICE CHANCELLOR

Responsible for Deputy Vice Chancellor Academic Affairs, Deputy Vice Chancellor Finance and Administration, University Secretary, Academic Registrar, University Librarian, Dean of Students, University Bursar, Deans and Directors, Senior Communication Officer and Senior Quality Assurance Officer

PURPOSE OF THE JOB
To provide leadership in academic, administrative and financial affairs of the University.

KEY DUTIES AND RESPONSIBILITIES:
In line with Section 31. (1) of the Universities and Other Tertiary Institutions Act 2001 as amended, there shall be a Vice-Chancellor for each Public University who shall ⎯
(a) be responsible for the academic, administrative and financial affairs of the University; and
(b) in the absence of the Chancellor, preside at ceremonial assemblies of the University and confer degrees and other academic titles and distinctions of the University.

The Vice Chancellor shall:
a) Spearhead the development and review of the University’s Strategic plan designed to achieve academic and professional excellence.
b) Promote an understanding of the vision, mission and core values of the University.
c) Initiate and co-ordinate the development and review of policies, plans and programs of the University in line with the University strategic plan
d) Supervise the Senior Management Team responsible for the academic, financial and administrative functions of the University and ensures that they are facilitated to deliver the planned outputs.
e) Mobilize and solicit for resources necessary for the implementation of the University plans and programs.
f) Monitor all University financial expenditures.
g) Be Responsible to the University Council for the effective management of the Institution and for the efficient use of human and fiscal resources in compliance with the University Regulations and Strategic Plan.
h) Present University Management’s policy initiatives, programmes, activities and recommendations to the University Council for consideration.
i) Submit reports to the University Council on policies, programs and activities of the University.
j) Be Responsible to the University Council for the general conduct and discipline of staff and students.
k) Chair Senate and presides at all meetings of the Senate at which he/she is present.
l) Coordinate, organize, control and direct the academic affairs of the University.
m) Promote awareness and understanding of the University’s mission, policies and programs and is accountable for resources entrusted to the University.
n) Be Spokesperson of the University on all matters that affect the general operations of the University.
o) Spear head building strategic partnerships and networks for the university.

KEY OUTPUTS
(a) Leadership to the development and review of the University strategic plan provided.
(b) Annual Status Report on the implementation of the University’s Strategic Plan produced and submitted to stakeholders.
(c) Annual Communications and visibility Plan of the university produced.
(d) Senate Reports on academic affairs of the University produced and submitted to the University Council timely.
(e) Initiation of review of policies, plans, program undertaken.
(f) Mobilization and solicitation of resources for the implementation of University plans and programs done.
(g) University Financial expenditures monitored.
(h) Effective management of the institution and efficient use of Human and fiscal resource of the University undertaken.
(i) Strategic partnership and networks for the university built.
(j) General conduct and discipline of staff managed.
(k) Direction of the academic affairs of the University provided.
(l) Business plan for the mobilization of resource developed and implemented
(m) Performance assessment conducted by 31st July and performance agreements signed with Senior Managers by and 31st August every year.

PERSON SPECIFICATIONS
a) Qualifications

(a) A PhD degree from a recognized University.
(b) Be at the rank of an Associate professor or a Professor.

b) Experience:
• Demonstrated experience in teaching and learning, research and innovation and community outreach of not less than fifteen (15) years in recognized institution.
• Should have at least four (4) years extensive knowledge and experience in Higher Education systems at the level of a Faculty Dean, Director or Principal in a University, degree awarding institution and research institutions.
• Should have extensive knowledge and skills of financial management and resource mobilization
• Should have demonstrated experience in grants winning
• Evidence of continued research work
• Demonstrated outstanding academic credentials; administrative experience and capability.
• Should have an understanding of the relevant policy and legal framework for the management in higher education in Uganda.

c) Competences:
• Should have strong leadership skills,
• Good inter-personal skills,
• Good communication skills,
• Public relations and negotiation skills.
• A team player
• High degree of personal integrity
• Be aged at least 45 to 65 years at the time of application.
