Sanitation for Millions combines measures to upgrade sanitation and hygiene infrastructure at public institutions and at community level with complementing skills development, advocacy, behaviour change and integrating hygiene and maintenance measures into institutional frameworks. Together with the Ministry of Water and Environment, responsible local government authorities and other collaborative ministries project activities are implemented under the Town Sanitation Planning (TSP) framework to ensure a functional and sustainable sanitation service chain.

Key Responsibilities
The WASH Community Mobilization Advisor will be in charge of:
• Implementation of sanitation and hygiene software related project activities amongst selected actors including (healthcare centres, schools, other public institutions and communities) in the project selected towns of Amuru and Purongo(within the Anaka cluster near Gulu city) in close cooperation with S4M country coordinator/ programme component manager and in complementarity with other members of the project team.
The WASH Community Mobilization Advisor performs the following tasks:
Specific Tasks
• Support selected public institutions (schools, health care facilities and faith-based institutions, etc), by ensuring that training and other capacity building measures are conducted to responsible personnel and relevant actors in changing hygiene practices and improving the hygiene situation.
• Formulation of best practice concepts building on previous project experiences considering local, regional and international contexts (e.g. in WASH facilities maintenance, inclusiveness, gender mainstreaming, WASH budgeting, monitoring, competitive elements, peer-to-peer learning, trainings, etc).
• Support Capacity building for institutions through O&M trainings (Training-of-trainers for staff of authorities, schools, health centers and service providers e.g. plumbers).
• Routine hygiene promotion and training activities to target groups like health work workers, teachers, pupils, religious leaders and community members.
• Support the integrated community concepts for WASH improvements along the sanitation chain in the towns.
• Facilitate assessment and implementation of menstrual hygiene (MHM)measures to key stakeholders at policy and operational levels (MHM concept) for actors served by S4M in Anaka Cluster.
• Steer the process of Town Sanitation Planning (TSP) and Faecal Sludge Management (FSM) software related activities in the Anaka Cluster.
• Conduct baseline and regular monitoring assessments for tracking progress and/or impact on awareness, attitude and practice change as a result of the sanitation and hygiene activities.
• Facilitate monitoring mechanism by local authority/community to routinely check and enforce best WASH practices.
• Documentation and knowledge management on sanitation hygiene software related topic.
Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.
Qualifications
• Bachelor’s Degree in Social Sciences, Public Health, Education, Environmental health, Communication or related fields.
Details of experience
• Minimum of 5 years of professional working experience in the water, sanitation and hygiene (WASH) sector in community mobilisation, health promotion and/or health communication at operational level.
• Related experience in Uganda northern region level is an advantage.
• Experience in supportive work to public institutions, utilities, and local governments as well as private service providers in this field.
• Work experience with reputable consulting firms, international development partners/donors/civil society organisations as a community/social worker is an advantage.
