JOB DETAILS:
About the Role:
GOAL Uganda is seeking a self-driven and proactive individual to work as WASH Coordinator, to oversee the implementation of the WASH project portfolio. They will also be responsible for learning and building on current successes to ensure that more rural communities’ access to clean and safe drinking water through construction of point water sources, small and large piped water schemes, and rehabilitation of Water Points, promotion of good hygiene practices and safe sanitation, by enhancing local capacities to ensure functionality of water systems, WASH service delivery and sustained positive behaviour change practices. This role contributes to the achievement of GOAL’s global goal 2 (People Have Resilient Health) under GOAL Uganda’s current Country Strategy 2025, and will be key in further developing our approaches, partnerships and technical thinking in these areas.

Qualifications, Skills and Experience: To be successful in this role, you will need:
Essential
• Masters level in Public Health, Environmental Health, Social Sciences, Business, Economics, Civil Engineering, Management or related discipline. Experience may substitute for qualifications, but not the other way around.
• Minimum 3 years at a coordinator level, managing multiple projects and teams.
• Minimum 5 years professional experience in managing complex WASH programming in developing countries, including strategic planning, grant and budget management.
• Experience in developing WASH strategies and implementation plans at a portfolio level.
• Experience in leading the implementation of both infrastructure and behaviour change oriented WASH projects and programming, with an understanding of technical principles and community engagement approaches for WASH such as CLTS and DRA.
• Demonstrated experience in WASH proposal development and preparation of internal and donor reports.
• Experience and understanding of key donor policies, guidelines and strategies, eg USAID, FCDO, UN, and Foundations.
• Experience supervising and managing both partners and staff from a broad range of backgrounds and experiences.
• Experience in networking and coordination at the national and international levels.
• Strong financial literacy and financial management skills.
• Strong computer literacy with a full knowledge of MS Office applications.
• Strong communication and interpersonal skills ability to work in a team.

Desirable
• Demonstrated experience of working closely with support functions, such as finance, procurement and logistics, on activity and portfolio planning.
• Proven ability to work in a fast-paced and detail-oriented, with a proactive planning and execution.
• Excellent organizational skills, including ability to prioritize and meet deadlines.
• Understanding of market systems development, and experience in exploring or working on business models to promote sustainable WASH systems.
• Previous experience in working with both public and private service providers (in the WASH sector preferred but not essential) and in providing business development support to small and medium enterprises.
• An appreciation of WASH in health and outbreak preparedness and/or response.
• Ability to understand gender and inclusion related challenges within beneficiary groups.
• Ability to work collaboratively in teams, build consensus, and effectively coordinate with internal and external actors.

The key responsibilities of the role will be:
WASH portfolio strategic development
• Work with the WASH team, GOAL Uganda Management and the Global Advisors to develop GOAL Uganda’s WASH Strategy, ensuring that it reflects GOAL’s global mission and vision.
• Position GOAL Uganda as a lead in sustainable rural operations and maintenance, using a systems approach to explore technologies, social behaviour change and partnerships that contribute towards the adoption and realisation of rural water utilities in Uganda.
• Conduct needs and other sectoral or geographic assessments to explore portfolio growth and strategic achievement.
• Maintain up-to-date information on WASH issues and current good practice for all aspects of GOAL’s WASH programming and pass on newly acquired information to respective field teams.
• Remain up to date with changes and innovation in the global and national sectors of relevance and support team member continuous learning, including through training.
• Actively explore and integrate GOAL’s ways of working into WASH programming, strengthening our commitments to inclusion, social behaviour change, systems approaches and partnerships.
• Share learnings across GOAL Uganda’s programme areas and identify opportunities for multisectoral interventions.
• Collaborate and support on emergency programming initiatives relevant to WASH and Health.
• Identify and nurture strategic partnerships to increase the sustainability and integration of the WASH portfolio.
• WASH programme portfolio implementation and management
• Using an adaptive management approach, oversee the implementation of GOAL Uganda’s WASH portfolio and support and hold WASH Managers accountable for portfolio implementation.
• Directly coordinate the implementation of all WASH portfolio projects, acting as the link between engineering and community engagement staff and activities
• Manage portfolio and project budgets and monitor financial transaction as per the Authorisation Matrix and delegation protocols.
• Provide technical advice, in line with GOAL’s strategy, to field staff in planning and implementing activities of the WASH portfolio and in other portfolio areas where WASH concerns may arise.
• Lead pilots to test and take successful WASH initiatives to scale; this includes developing and scaling up market-based sanitation products and services, developing business models for private sector pilots in sustainable operations & maintenance and advancements in technical water-access projects, among others.
• Manage all NGO, civil society and private sector partnerships, including the on-granting process, capacity building, reporting and compliance as per GOAL’s On-Granting policies.
• Ensure portfolio procurement, contracting, logistics, finance and HR processes are managed effectively and in line with GOAL policy.
• Ensure the integration of Safeguarding and CFM across the portfolio, with each project having a safeguarding risk assessment conducted to inform adjustments and adaptations as required.
• Accountable for all internal and external reporting, including to donors, ensuring all portfolio reporting is delivered on time and is of high quality, coordinating team inputs with the support of the Program Support Officer.

Monitoring, evaluation, accountability and learning
• Lead on portfolio monitoring and learning, creating the processes and spaces to encourage reflection, critical thought and analysis of WASH portfolio approaches and impact, and supporting adaptive management and measurement of qualitative impact.
• Work closely with the MEAL team to ensure accurate and timely collection and reporting of portfolio data.
• Effectively use data and learning to adaptively manage the portfolio.
• Develop learning and communication materials of high quality for internal and external audiences, including learning briefs, impact stories and capacity statements.
• External representation and coordination
• Lead on representing GOAL Uganda in WASH forums and platforms at the national and
• international levels, including internal cross-organisational networks and meetings, sharing key messages and learning and improving synergy and collaboration.
• Take the lead on leveraging key WASH networks and relationships to advocate for policy and process changes aligned with our strategic objectives and vision for WASH.
• Support all efforts towards accountability to project participants. This includes actively engaging participating communities as equal partners in the design, monitoring and evaluation of programmes.

Resource Mobilisation
• Identify and respond to proposed funding opportunities, working with the Program Support Officer and PD, to support the growth and development of the WASH portfolio and strategy.
• Lead on the design and development of quality WASH and multisectoral proposals, with support from the Global Technical Team, Program Support Officer and PD.
• Engage with other key WASH partners and donors in Uganda and elsewhere and explore the potential for funding, partnership, research and collaboration.

Human resource management
Line management of the WASH Team Leaders, Managers and other assigned staff, ensuring that all team members have clear and measurable (SMART) performance management objectives and that they are measured regularly and in line with policy.
• Ensure all staff under the WASH portfolio have development objectives and related development plans.
• Identify team training and development needs and actively address these needs through daily mentoring, coaching and informal and formal training opportunities; this may related to project, financial, or people management or other technical WASH areas.
• Lead by example, practicing GOAL’s values and behaviours, encouraging both upward and downward accountability and complying with all of GOAL’s accountability policies.
• Ensure compliance to all GOAL, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the portfolio.

Other Duties
The post holder may be requested to undertake other activities as mutually agreed with the PD.
